    Comparative analysis of citizen complaint handling: Kazakhstan foreign countries

    The study is aims to develop scientifically based proposals for the modernization of the system for considering citizens' appeals in the Republic of Kazakhstan based on a comparative analysis of international experience in digital public administration. The purpose of the study is to determine organizational, legal and technological mechanisms that can increase the efficiency of processing appeals, transparency of procedures, and the level of citizens' confidence in state institutions in the context of digital transformation. The analysis finds that successful models are based on the “only once” principle, unified digital identification, interagency data exchange, process standardization and the use of intelligent solutions. For Kazakhstan, measures have been proposed to further debureaucratize the system, including the introduction of a single mobile identifier, the development of a secure data exchange platform, the transition to proactive services for life scenarios, the integration of AI tools and increased transparency of access to personal data through the citizen's personal account. The implementation of these steps requires an update of the digital government strategy with clear KPIs and an architecture of intersystem compatibility.     Technological part of the effective investigative interviewing of socially vulnerable persons

    The author of this paper is going to focus on the technological part of investigative interviewing of a child who belongs to a socially vulnerable group of persons. A child may be a witness, a victim, or a suspect in the criminal proceedings. Due to young age and ongoing cognitive, men-tal, and emotional development, the investigative interviewing process must be conducted in the most effective manner that allows them not to harm the child’s psyche. In each situation the Hippocratic principle is applicable: “to help or at least to do no harm” (primum non nocere) during investigative interviewing. The above-mentioned principle man-dates investigators from pre-trial investigative bodies, prosecutors, and pre-trial investigating judges to avoid causing harm to participants in the criminal proceedings, namely in the given academic paper – a child to be victimized. The Hippocratic principle prevents a child from being harmed again after a previous, often similar, experience of victimizatio. For example, in child sexual abuse cases. The author of this paper would like to pay attention to the technological part of investigative interview-ing. Namely, in choosing the proper premises for conducting investiga-tive actions in the future, acoustics and interior design of the premises, use of the microphone, and placement of audio and video recording devices and speakers.So, the author is going to analyze the premises, interior design of the premises, and equipment for communication and recording from the point of view of protecting a child from revictimization. The author is of the opinion that the technological part plays the same role in the success of pre-trial investigation as the proper performance of all legal procedures during investigative interviewing prescribed by the criminal procedure code and other legal acts. The author shares his observations obtained during his performance of the prosecutor’s functions when he oversaw organization, direction, and supervision of the pre-trial investi-gations related to the crimes committed against children or the crimes committed by children in the territory of the Republic of Lithuania. Due to assigned tasks, the author took part at the pre-trial investigation stage during investigative interviewing of the children conducted by the judges in the court, mainly victims who suffered sexual violence. The in-terview procedure of a child is regulated in detail by the criminal proce-dure code and standard operation procedures approved by the order of the General Prosecutor of the Republic of Lithuania. It creates an illusion that the rights of the child victim, child witness, and child suspect are protected and there is no way for revictimization. Although, once more, practice proves that detailed and precious legal regulation of an inves-tigative interviewing procedure of a vulnerable group of human beings can’t have stopped them from becoming a victim yet again. Questions may arise. Why? What are the reasons standing behind it? The answer to the above-mentioned questions is simple. Technical specifications of equipment in use during an investigative interviewing, location of the courthouse building, interview room location in the building, acoustics of the premises, interior design of the premises, choosing unsuitable microphones for the communication, and bad location for installation of the video-audio equipment for recording an interview may create suitable conditions for secondary victimization.

    The Institution of the Commissioner for Human Rights (Ombudsman) provides non-judicial protection of citizens, acting as one of the key mechanisms for responding to unlawful actions or inaction by government agencies. The purpose of this article is to compare the practice of the ombudsmen of Kazakhstan, Sweden and Georgia and to identify foreign experience for the development of the national model of this institution. To achieve this goal, comparative legal analysis, analysis of regulations, official reports of ombudsmen and statistics of citizens' appeals were used. The results of the study showed that despite the similarity of the basic functions, the actual influence of the ombudsmen varies significantly and is determined by the scope of the mandate, the instruments of influence, the level of parliamentary participation and the degree of publicity of the activities. Based on the results of the analysis, a number of recommendations were formulated to strengthen the role of the Commissioner for Human Rights in Kazakhstan, including the development of parliamentary control over the implementation of recommendations, the use of publicity potential and the exercise of powers to appeal to the Constitutional Court, which makes it possible to increase the effectiveness of human rights activities.     The aim of the research is to identify and compare conceptual metaphors of skin and beauty in skincare advertisements in English and Lithuanian, find metaphorical similarities and differences, and determine the frequency of their use in advertisements for women’s skincare products. The article discusses the premises underlying the emergence of the theory of conceptual metaphors, and analyses the characteristics of metaphorical language in advertising discourse. It explains how advertisers often propose new and creative metaphors, and apply creative manipulations of conventional metaphors. This section also provides a more detailed overview of advertisements targeting women, their influence on the perception of beauty. It examines which standards of female beauty help marketers sell products and what women (unconsciously) associate with beauty, thereby falling into the advertisers’ traps. The empirical part zeroes in on the analysis of examples of advertisements featuring English and Lithuanian conceptual metaphors. Based on the systematic nature and thematic focus of linguistic elements, skincare advertisements were collected and compared, and four conceptual metaphors were identified within the domain of reference skin / skincare /skin beauty: SKIN IS LIVING BEING, SKINCARE IS A BATTLE, SKINCARE IS A JOURNEY, SKIN BEAUTY IS GLOW. The analysis of the collected examples suggests that conceptual metaphors are frequently used in both English and Lithuanian beauty advertisements for skincare products, accentuating certain features that advertisers wish to impart to the advertised products. Although English and Lithuanian belong to different language types (analytic and synthetic), the figurative meaning conveyed in skincare advertisements largely overlaps across the two languages. The frequency calculations of conceptual metaphors show that the most frequent ones in English skincare advertisements is SKINCARE IS WAR, while in Lithuanian ones it is SKIN IS A LIVING BEING.

    Cultural influences on the economy under conditions of uncertainty

    As economic instability grows and the risk of global threats increases – including pandemics, wars, climate crises, and sudden migration flows – conventional indicators of progress, such as gross domestic product (GDP), are increasingly recognised as insufficient to assess socio-economic development, societal resilience, and a country’s capacity to recover from crises. This article highlights the role of culture in evaluating the socio-economic development of European Union member states under conditions of uncertainty. Culture is understood as a factor shaping long-term development trajectories, influencing not only economic outcomes but also institutional quality, social trust, and societies’ ability to adapt to shocks. From a methodological perspective, the article applies criteria for assessing the cultural sector in line with the EU's "Beyond GDP" approach, focusing on cultural employment, the business environment of the cultural sector, and public expenditure on culture across EU countries. These indicators are analysed alongside levels of trust in public institutions and the Human Development Index (HDI), as well as their correlations, to identify key factors that may significantly impact societal resilience, sustainability, and long-term growth. Using descriptive and comparative methods, the study seeks to identify recurring patterns and structural imbalances across countries, particularly when high GDP levels are not reflected in social well-being or national stability. The empirical findings suggest that cultural indicators are more closely associated with long-term development outcomes than with short-term economic performance. The results indicate that the vitality of the cultural sector and consistent public support contribute to strengthening social cohesion and resilience, while their impact on economic growth is indirect and materialises through longer-term institutional and value-based transformations. The article concludes that culture should be regarded as a strategic resource for long-term development rather than a secondary component of economic policy, especially in contexts of global crisis and uncertainty.

    El presente artículo aborda la realidad digital reciente y el contexto contemporáneo, con el objetivo de comprender la casuística de los NFT en Europa a través de dos casos de expansión comparativos: el español y el lituano. Metodológicamente, el estudio adopta un enfoque híbrido, combinando la revisión teórica de los Non-Fungible Tokens con técnicas empíricas de recolección de datos, como entrevistas en profundidad y encuestas. De manera preliminar, se realizó un análisis bibliométrico utilizando la base de datos Scopus, lo que permitió identificar y seleccionar los artículos más influyentes publicados en revistas de alto impacto. Esta fase inicial facilitó la delimitación de los ejes temáticos y subtemáticos que sostienen el desarrollo del trabajo. Los resultados indican que la mayoría de los estudios revisados emplean metodologías cualitativas y aportan marcos conceptuales para la aplicación práctica de los NFT, validando su relevancia en campos como la publicidad, la comunicación y las artes. El análisis de contenido identifica seis líneas principales: características, expansión, aplicaciones, repercusiones, percepciones del mercado y marco jurídico. Además, el estudio evidencia el potencial de los NFT para la diversificación y conectividad de la industria cultural, así como su creciente relevancia en entornos de realidad virtual y aumentada, destacando su papel como herramienta innovadora en la transformación digital del arte y la comunicación.

    Psichologinio atsparumo stiprinimas: streso valdymas akademinėje veikloje ir ekstremaliose situacijose

    Psichologinis atsparumas ir gebėjimas valdyti stresą tampa vis svarbesniais veiksniais akademinėje aplinkoje ir susiduriant su ekstremaliomis situacijomis. Studentai patiria įvairialypį stresą, kylantį dėl akademinių reikalavimų, asmenybės bruožų ir gyvenimo būdo, o globalūs iššūkiai didina emocinę įtampą. Straipsnyje integruojami empirinio tyrimo ir mokslinės literatūros duomenys, siekiant atskleisti psichologinio atsparumo stiprinimo galimybes. Tyrimo metu Nyderlanduose buvo apklausti 107 nuolatinių studijų studentai, tyrime taikytas skerspjūvio dizainas, naudotos PSS-14, BFI ir SCRI metodikos. Rezultatai parodė, kad studentai dažniausiai patiria vidutinį streso lygį, lydimą psichosomatinių simptomų. Didžiausią poveikį stresui daro akademiniai stresoriai, o neurotiškumas reikšmingai didina suvokiamą streso lygį. Taip pat nustatyta, kad mažiau sveikas gyvenimo būdas ir silpnesni įveikos gebėjimai yra susiję su aukštesniu streso lygiu. Straipsnyje pabrėžiama, kad stipresni įveikos gebėjimai, emocijų reguliacija ir sveiki gyvenimo įpročiai siejasi su mažesniu stresu. Taip pat aptariama pozityviosios psichologijos, dvasingumo ir prasmės paieškos reikšmė stiprinant psichologinį atsparumą.

    Oral speech is regarded as a leading productive skill that ensures the practical implementation of communication. Based on the analysis of scientific literature, it is defined that oral speech culture encompasses linguistic, psychological, social, ethical, and didactic dimensions, reflecting the level of organization, normativity, and communicative effectiveness. Contemporary research emphasizes the importance of authentic communication as a factor of professional success and cognitive development. The integration of digital platforms and mobile applications provides personalized opportunities for speaking practice, fosters learner autonomy, and contributes to the shift toward a student-centred instructional model, which is particularly relevant in the context of educational transformation. Digital platforms and gamified environments offer individualized oral-speaking practice, combining adaptive learning algorithms, speech recognition, and game-based interaction. Role-based online scenarios create conditions for natural dialogue, sustain motivation, and stimulate active engagement. The incorporation of AI-powered chatbots and mobile tools expands opportunities for spoken language training, helps reduce psychological barriers, and supports the development of oral speech culture among students across traditional, remote, and blended learning formats. The research assumes that the development of students’ oral speech culture can be significantly enhanced through a structured three-stage experimental model integrating digital speaking platforms. At the initial diagnostic stage, both groups were expected to demonstrate comparable levels of oral proficiency, forming a baseline for valid comparison. During the formative stage, it was hypothesized that sustained training with Duolingo, ELSA Speak, Talkpal.ai, and GPT would accelerate progress in pronunciation, vocabulary activation, fluency, and dialogic interaction more effectively than traditional classroom practice. At the final assessment stage, the experimental group showed measurable improvement in phonetic accuracy, lexical diversity, fluency, and communicative confidence, reflected in higher monologic and dialogic performance scores. Thus, it is concluded that the digital-based methodology will yield clearer positive dynamics across key oral production criteria, confirming its pedagogical value in university language training.

    Данная работа направлена на формирование концептуального взгляда внедрения технологий искусственного интеллекта в систему санитарно-эпидемиологического мониторинга Казахстана. Особенно данный вопрос актуален в условиях глобальных вызовов, проявляющимися в урбанизации, развитии промышленности, интенсивном взаимодействии между странами, росте торговых отношений, увеличение миграционных потоков и развития туризма. Главный вызов для человечества – изменение окружающей среды и рост антропогенных факторов, влияющие напрямую на состояние здоровья населения. Целью исследования является формирование концептуальной модели и основных аспектов внедрения искусственного интеллекта в мониторинг на основе мировой практики. Материалы и методы включают анализ международных публикаций, проведение экспертного опроса работников санитарно-эпидемиологической службы и концептуальное моделирование внедрения искусственного интеллекта в систему санитарно-эпидемиологического мониторинга. Результаты и обсуждение: Анализ литературы показал множество положительных аспектов от внедрения искусственного интеллекта в мониторинг, при этом подходы к реализации опираются на потребности самой сферы и управленческие аспекты. Результаты экспертных мнений показал основные барьеры в санитарно-эпидемиологической службе на пути к цифровизации. Предложенная модель иллюстрирует потенциал интеграции искусственного интеллекта в систему мониторинга, сформированная на принципах Data-Centric Governance.
