    The objective of this work is to present the application of prescribed fire as a tool for management in the Dzukija National Park, Lithuania. This was the first legal prescribed fire applied in Lithuania with the objective of improve the habitat of Black grouse for lek. This was an outstanding opportunity to study the impacts of prescribed fire in Black grouse habitat, but also in soil physical and chemical properties and vegetation recuperation in a Eastern European heathland, were few studies about prescribed-fire effects on ecosystems were carried out. The objectives of this short paper are present the objectives of this prescribed management and monitoring studies.

    Traditionally prescribed fire management in protected areas has not been applied in Lithuania. The need of fire use in habitat management emerges upon increasing of scientific knowledge of nature conservation specialists and protected area managers. Until now, Lithuanian legislation does not allowed prescribed fire use in landscape management. It is strictly forbidden, and anyone that provokes intentionally fire is accused of habitat and biodiversity destruction damages. Meanwhile, in the last year the first legal prescribed fire management took place in Dzukija National Park and it was a great step to reintroduce fire management in protected areas. The aim of this paper is to analyze and evaluate policy and legislative framework of prescribed fire management ant its perspectives in nearly future.

    In a face of global financial crisis that is currently shaking the world, the issue what is the role of a state in its finance management and how each state influences, or can influence, its finance is extremely relevant. The objective of this research is to identify whether the contemporary approach to public finance and its subjects is suitable for the effective financial management at a state level in present conditions. In order to reach the objective, the research shall examine how the contemporary approach to finance limits possibilities of its management; form new concept of state finance involving private and public finance; and define how the application of new, broader, social partnership based approach, might change financial relationship between a state, citizens, and companies, and how practical application of this new approach might contribute to financial stability of a state. Practical application of the research results would allow saving 24 percent on the interest rates for state loans, create better conditions for the development of state economy, and increase financial sustainability of a state.

    The main objective of this paper is to demonstrate the circumstances surrounding the introduction of Soviet criminal law in Lithuania, which together illustrates similar processes that took place in other Eastern European countries occupied by, or directly influenced by, the Soviet Union by the changing of the structure of their states. The authors of the paper focuses on two main themes (issues): the genesis of Soviet criminal law, the background to its adoption in Lithuania and its general features; and an overall review and assessment of the different types of crime. Analysis of these issues concludes that despite continuous attempts to reform Soviet criminal law, its content did not meet the criteria of the rule of law, and this became one of the fundamental differences between the provisions of criminal law in Western democracies.

    In this paper we discussing about the potential threats to the investments safety evaluation system, creating the model of the system analysis methods when a new political concept is raised in the country. Traditionally, as we already know that politic and economic are inextricably linked. We can easily assure in it using the historical overview of the political and economic interactions. So the question: how the investment safeties are depending from political environment when a new political concept is raised in the country? Become actual and important. The method assumptions suggested and discussed in this paper are made according to the summaries of public surveys and research results of sociologists, political scientists and psychologists of different countries. These summaries are made analyzing the survey and research results systematically and separately from the variety of their initial objectives. We construct the dimensional frame of references combining the time axes, government forms scale, ideology scale and call they Politological system of axis.     This article presents an analysis of issues relevant to the science of finances and the practical side of this field related to financial terms. The article is written with the purpose of helping solve terminology problems of accounting which is viewed as a scientific and practical activity field. The goals of this article are to reveal the current problems of financial terminology in the field of accounting, analyze the reasons of their occurrence, determine the possible and existing negative consequences of the use of incorrect terms in the scientific and practical fields and foresee possible solutions of such problems while aiming to negate or at least reduce its impact. The relevance of the article is that the problem of accounting terms that has been discussed only sporadically is now analyzed entirely starting from its rise and development and encompassing modern times. One of the more significant results of this article is evident proof that the use of incorrect terms has negative impact upon the results provided in financial reports. Also, based on the article, certain conclusions were formed which foresee possible solutions to the analyzed terminology problems occurring in scientific literature and practice.

    At university level students face demanding tasks of reading an enormous amount of professional materials in English. Writing various assignments is another challenging part of higher education. Online activities are the priority for conducting assignments at tertiary level. Students usually start doing the English for Specific Purposes (ESP) course before learning subject-matters of the future profession, i.e. in their first year. The cornerstone of the ESP is unfamiliar lexis and numerous concepts of subject-matter. In order to succeed, students need to develop proficiency in reading professional texts and writing skillfully on relevant subject issues. The aim of this paper is to study, first, learners‘ attitudes to online reading of professional materials as well as to writing various assignments online and, second, to examine learners‘ self-assessment of proficiency in these skills. Our research employed brief written surveys designed in accordance with the standards in Social Sciences, which were administered to the students doing the ESP course, and the verbal data obtained during individual interviews intended to assess learners‘ success and achievements throughout the academic year. The respondents were the students specializing in psychology at Mykolas Romeris University, Vilnius, Lithuania. All the participants were unanimous in the importance of writing and reading skills for the ESP tasks. 100% of respondents support reading professional materials, and 80% of respondents support exercising online writing. Self-assessment of reading proficiency demonstrates that 90% of students believe they possess very good or good skills of reading, and 70% of learners are sure of their good skills in writing. Respondents’ performance in these skills is less impressive. Some recommendations towards perfecting students’ proficiency in “read-to-write-tasks” are suggested.

    Straipsnyje siekiama atskleisti problemas, susijusias su darbuotojų konsultacinių gebėjimų ugdymu. Autoriai pristato ir aptaria įvarias teorijas, susijusias su profesiniais, socialiniais ir kognityviais gebėjimais. Straipsnyje pateikiami tyrimo, leidžiančio atskleisti, kaip respondentai vertina konsultacinę veiklą, kaip jie suvokia gebėjimus konsultavimo procese, rezultatus. Gauti rezultatai leidžia autoriams teigti, kad visi respondentai nevienareikšmiškai suvokia konsultavimo vertę, stokojama holistinio požiūrio į konsultanto kompetencijas. Praktiniu požiūriu straipsnis leidžia identifikuoti gebėjimus, kuriuos reikia toliau ugdyti.
