    This article presents a study on individuals who provide harm reduction services following the “Equal – Equal” principle – “Equal – Equal” consultants. Their activities are not regulated or extensively studied in Lithuania, but they are being implemented in practice. Both at the scientific and practical levels, there is a discussion about the effectiveness of “Equal – Equal” interventions, so it is likely that services provided on the “Equal – Equal” principle will be integrated into the system of assistance for individuals using psychoactive substances in the future. The study aimed to reveal how “Equal – Equal” consultants and one of the “traditional” harm reduction service providers – social workers – apply harm reduction principles when providing services to individuals using psychoactive substances. During the study, the “Equal – Equal” principle was revealed, harm reduction principles were identified, and the main similarities and differences in the application of harm reduction principles between professional service providers – social workers and “Equal – Equal” consultants were determined. The qualitative study found that collaboration with communities using psychoactive substances is not typical for the activities of social workers. This group is more inclined to focus on client abstinence, and there is a related moral judgment of the client. Social workers apply the principle of collaboration with the client on a broader scale than “Equal – Equal” consultants. The application of the autonomy principle in social work is complicated by the “double mandate dilemma.” “Equal – Equal” consultants view psychoactive substance use in a very pragmatic way, emphasizing problem-solving strategies based on humanism. Both groups prioritize client life and health protection, rely on an individual approach to the client, and experience difficulties due to emotionally driven desires to influence client decisions.

    The aim of the current research is to investigate the feasibility of identifying offensive language in Lithuanian by utilising the Simplified Offensive Language Taxonomy (SOLT). The key principle behind this taxonomy is its ability to complement existing offensive language ontologies and tagset systems, with the ultimate goal of integrating it into publicly accessible Linguistic Linked Open Data (LLOD) resources. The dataset used in the current study is a publicly available corpus of user-generated comments collected from a Lithuanian portal (Amilevičius et al. 2016). The study identified that offensive language predominantly focuses on collective derogatory language rather than individuals. The most common category of offensive language is related to physical and mental disabilities, followed by ideological offenses, xenophobic and sexist remarks, and less frequent categories like ageism, classism, homophobia, and religious discrimination. These results highlight the diverse range of offensive language online and underscore the need to combat discrimination and promote respectful discourse, particularly concerning marginalised groups.

    Background: With a high sensitivity and specificity, non-invasive prenatal testing (NIPT) is anincomparable screening test for fetal aneuploidy. However, the method is rather newly introduced,and experiences with false positive results are few. Even rare cases of discordant results maycause psychological stress.Aim of the Study: The aim of this study was to examine false positive cases of NIPT tests inhigh-risk pregnancies. The literature review was also performed to review psychologicalconsequences of discordant results.Materials and Methods: A retrospective study was conducted between 2015 and 2022. TheNatera Panorama test was used to analyse the risk of trisomies 21 (Down syndrome), 18 (Edwars syndrome), 13 (Patau syndrome), X monosomy (Terner syndrome) and other sex chromosomeabnormalities. High risk result of NIPT for aneuploidy was confirmed by the invasive testing.Results: 2000 women with a singleton pregnancy participated in the study. Out of 2000 NIPT tests22 cases with high risk results for chromosomal anomalies were detected. Only one false positivecase with high risk result for trisomy 21 was detected. The overall positive predictive value (PPV)of NIPT for trisomies 21, 13, 18, X monosomy and XYY syndrome was 95%.Conclusion: Our study has showed only one case with false positive result for trisomy 21.However these cases with discordant results are very sensitive from bioethical point of view. Sosuch couples need further follow up and sometimes even psychological counselling. NIPT due toits high PPV significantly reduces the need for an invasive testing, thereby reducing the risk ofmiscarriage.

    Skolininko nesąžiningumo vertinimo problemos fizinių asmenų bankroto procese

    Šiame straipsnyje nagrinėjamos skolininko nesąžiningumo nustatymo problemos sprendžiant fizinio asmens bankroto bylos iškėlimo klausimą. Visų pirma vertinama, kaip turėtų būti suprantami Fizinių asmenų bankroto įstatymo (FABĮ) 5 straipsnio 8 dalies 2 punkte nustatyti nesąžiningo skolininko veiksmai. Nustatyta, kad neteisėti veiksmai turėtų būti aiškinami kaip veiksmai, kuriais visiems skolininko kreditoriams padaroma žala, kuri iš esmės reiškia jo tapimą nemo­kaus ar nemokumo gilinimą, prisiimant papildomus skolinius įsipareigojimus. Toks kreditorių pažeidimų nustatymas iš esmės rodo ir kolektyvinį fizinio asmens bankroto proceso pobūdį dar iki šio proceso pradžios, kai skolininko veiksmai, pažeidžiantys kreditorių visumos interesus, laikytini užkertančiais kelią pasinaudoti bankroto procedūromis. Nustatyta, kad veiksmai, kurie formaliai atitinka FABĮ 5 straipsnio 8 dalies 2 punkte nustatytus veiksmus, tačiau neturėjo įtakos skolininko nemokumui, neturėtų užkirsti kelio iškelti bankroto bylą.Antra, straipsnyje analizuojami aktyvų ir pasyvų skolininko nesąžiningumą rodantys veiksmai. Nustatyta, kad FABĮ 5 straipsnio 8 dalies 2 punkte nustatytų veiksmų atlikimas savaime neturėtų reikšti skolininko nesąžiningumo. Tam nustatyti reikia vertinti ir nesąžiningų veiksmų įtaką skolininko nemokumui, t. y. ar skolininkas tapo nemokus dėl nesąžiningų veiksmų, kokią įtaką toks veiksmas padarė skolininko nemokumui. Trečia, straipsnyje analizuojamos fizinio asmens (verslininko) nesąžiningumo nustatymo problemos, kylančius teismų praktikoje ir taikant Europos Sąjungos teisę.

    The goal of the paper is to present a Simplified Offensive Language (SOL) Taxonomy, its application and testing in the Second Annotation Campaign conducted between March-May 2023 on four languages: English, Czech, Lithuanian, and Polish to be verified and located in LLOD. Making reference to the previous Offensive Language taxonomic models proposed mostly by the same COST Action Nexus Linguarum WG 4.1.1 team, the number and variety of the categories underwent the definitional revision, and the present typology was tested in the annotation on the publicly available offensive language datasets of each of the four languages. The results of the annotation are presented and as they are contained within the accepted statistical values on the inter-annotator agreement in the SOL categories and their aspects, we propose this taxonomy as a core ontology which represents the encoding of the supported offensive languages and justify its use on new data in terms of a more universal Linguistic Linked Open Data (LLOD) schema.

    Competition of State Powers During the COVID-19 Pandemic

    This article analyses the problems of (the lack of) parliamentary involvement and control during a special regime implemented to contain the spread of COVID-19, when the decisive powers are shifted in favour of the executive. The need of a quick response to the situation posing a threat to public health was obvious, but regarding the severity of measures undertaken and their impact on the restrictions of human rights, the ex ante mandate for the actions provided by law or ex post approval of the Parliament is the key to ensure the respect for democracy and the principle of the rule of law. Even in times of the pandemic democracy cannot be limited; therefore, in case of a disbalance of legislative and executive powers, the constitutional courts should play the essential role while ensuring the rule of law and the separation of powers. The emerging trends in the jurisprudence of constitutional courts lead to an assumption that, when the powers and the values are competing against each other during the COVID-19 pandemic, favor is granted not to human or public health concerns, despite them being prioritised over all other constitutional values, but rather to the imperatives stemming from the rule of law, meaning that even vital human rights (right to health, right to life) and freedoms shall be taken care of and be protected in compliance with the already mentioned requirements

    Recently, the relationship between economic corridors and logistics performance has been intensively investigated. However, only few studies analyze other factors through which the economic corridors affect logistics quality. Therefore, we aim to estimate the impact of economic corridors on logistics performance, in a way to account for institutional effect, by constructing multiplicative interaction model. Our proposed model was tested using the difference-in-differences estimator and panel data of 36 European countries along The Belt and Road Economic Corridors between 2007 and 2018. Considering robustness tests and appropriate estimation techniques our analysis showed that economic corridors affect countries logistics performance via institutional quality. However, several limitations need to be acknowledged. The first one is related to the availability of the data as The Belt and Road Initiative (BRI) was introduced only recently, limiting the length of the analyzed period. Secondly, no official or generally accepted definition of the BRI exists, thus it is very difficult to identify its geographical scope. Therefore, applying the same methodology for data, several years after the announcement of BRI, future research could include more countries and additional time periods to explore the matter in more detail. Despite the fact, our approach assumes that the initiatives of economic corridors should be accompanied by stronger institutions and good governance to have higher levels of countries logistics performance. Analizuojamas juridinio asmens dalyvių suinteresuotumas bankroto procese, aplinkybės, pagrindžiančios jų dalyvavimą šiame procese. Taip pat nagrinėjamos juridinio asmens dalyvių teisės ir pareigos bankroto proceso inicijavimo ir vykdymo stadijoje. Tiriama, kokius veiksmus gali atlikti juridinio asmens dalyviai, siekdami atkurti juridinio asmens mokumą ir nutraukti bankroto bylą. Be to, analizuojamos ir individualios įmonės savininko padėties individualios įmonės bankroto procese problemos.

    Reikšmingo iškraipymo ir specifinių rizikos veiksnių identifikavimas finansinių ataskaitų audite

    Pastaruoju metu, dėl kintančios geopolitinės situacijos, ekonominio nestabilumo ir pažeidžiamumo, praktikuojantys auditoriai susiduria su naujai atsiradusiais iššūkiais, kurie turi įtakos finansinių ataskaitų reikšmingo iškraipymo rizikos nustatymui ir vertinimui. Šio straipsnio tyrimo tikslas – identifikuoti pagrindinius reikšmingą iškraipymą ir specifines rizikas (apgaulės, apskaitinių įverčių ir veiklos tęstinumo) lemiančius veiksnius, kuriuos auditoriai turėtų apsvarstyti spręsdami dėl finansinių ataskaitų reikšmingo iškraipymo lygio nustatymo. Tikslui pasiekti iškelti du uždaviniai: sudaryti pagrindinių reikšmingo iškraipymo ir specifinių rizikų veiksnių sąrašus; atlikti anketinę apklausą patvirtinti sudarytus sąrašus. Atliekant tyrimą taikyti šie tyrimo metodai: mokslinės ir norminės literatūros turinio analizė ir sisteminimas, palyginimas, loginė analizė, anketinė apklausa bei apibendrinimas. Tyrimo metu sudarytas pagrindinių veiksnių, lemiančių reikšmingo iškraipymo ir specifines rizikas sąrašai, kurių išsamumas patvirtintas Lietuvos audito įmonių auditorių ir jose dirbančių auditoriaus padėjėjų anketinės apklausos metu. Gauti tyrimo rezultatai rodo būtiną nuodugnesnį specifinių rizikų vertinimo poreikį. Sudaryti reikšmingo iškraipymo ir specifines rizikas lemiančių veiksnių sąrašai gali būti naudingi audito įmonių auditoriams vertinti finansinių ataskaitų reikšmingo iškraipymo riziką.

    This paper contributes to the question of how discourse relations are realised in TED talks. Drawing on an annotated, multilingual discourse corpus of TED talk transcripts, we examine discourse relations in English and Lithuanian, Portuguese and Turkish translations by concentrating on three aspects: the degree of explicitness in discourse relations, the extent to which explicit and implicit relations are encoded inter- or intra-sententially, and whether top-level discourse relation senses employed in English differ in the target languages. The study shows that while the target languages differ from English in the first two dimensions, they do not display considerable differences in the third dimension. The paper thus reveals variations in the realisation of discourse relations in translated transcripts of a spoken genre in three languages and offers some methodological insights for dealing with the issues surrounding discourse relations.
