Key words: strategic planning, hospital care, restructuring, decentralization, hospital health care. Strategic planning – is a process of dealing problems, trying to adopt the organization to its future environment. Planning involves analysis of practice, forming aims and creation of strategy itself. The aims: To analyze the effectiveness of VSI Anyksciai region municipality hospital restructuring plan realization. Material and methods: There were three surveys performed in Anyksciai region municipality hospital in August – September 2006. To fulfill aims of this research two quantitative analysis methods and one qualitative one were performed. Patients, doctors and nursing specialists of Anyksciai hospital were questioned using two different questionnaires about strategic planning at that hospital. The data obtained were analyzed quantitatively. Opinion about strategic planning in the hospital was qualitatively evaluated by hospital administration, region and municipality doctors. For the analysis of patients‘opinion about strategic planning, a continuous research was performed; the number of respondents consisted of adult conscious patients laying in 150 beds of the hospital for the duration of two weeks and were able to answer the questionnaire. Every respondent was given 22 questions. Questionnaire was grouped by aspects: social characteristics, knowledge about the health care system reforms, and quality of service and accessability indexes. The data of the doctors‘and tenders‘opinion was obtained by applying the method of randomly chosen groups. The questionnaire consists of 21 questions, grouped by such aspects: social characteristics of respondents, knowledge about the health care system reforms and technical quality of the service. Researching the opinion of hospital administration, municipality and district doctors, purposive selection was performed. The questionnaire for the Anyksciai region hospital administration was formed of 10 open questions. The municipality and district doctors were given 8 open questions. Results and conclusions: The aims and goals of VSI Anyksciai region municipality hospital restructuring plan matches the general strategy, but the process of restructuring is very slow. The biggest attention is concentrated on the shutdown of the obstetric department and nursing care beds relocation from Troskunai hospital to general hospital. Restructuting program written in 2005 was prepared well, according to general Lithuania health care restructuring strategy. Majority of the patients think that over the past three years health care quality and accessability improved in Anyksciai hospital. Doctors and nursing specialists think that quality of provided service improved. Though the employees of the hospital think that general Lithuania restructuring plan is prepared without considering the patient demands and predictable flow of the patients, accessability has not changed over the past three years.
