Viešųjų pirkimų proceso valdymo tobulinimas Lietuvoje

Magistro baigiamajame darbe analizuojami norminiai ir moksliniai šaltiniai, susiję su viešųjų pirkimų samprata, valdymu ir struktūra. Aptariama viešųjų pirkimų samprata, teisinis reguliavimas bei viešųjų pirkimų administravimo teorijos. Vertinamas viešųjų pirkimų procesas viešajame sektoriuje, pristatomi teoriniai modeliai. Antrajame etape nagrinėjama proceso tobulinimo galimybės aspektai viešajame sektoriuje, pateikiamas procesinis viešųjų pirkimų tobulinimo modelis. Darbo rašymui naudotasi: moksline literatūra, straipsniais spaudoje bei internete, teisine baze (VPĮ, Vyriausybės nutarimai, kiti poįstatyminiai aktai ir rekomendacijos bei teismų praktika), remtasi statistiniais duomenimis, specialistų vertinimais ir autoriaus asmenine darbo patirtimi viešųjų pirkimų srityje. Siekiant įvertinti viešojo ir privataus sektoriaus atstovų nuomonę apie viešųjų pirkimų proceso organizavimą bei tobulinimo galimybes, atliktas kokybinis tyrimas – pusiau struktūruotas interviu raštu. Darbo pabaigoje pateikiamos išvados ir praktinės rekomendacijos.

The master 's thesis analyzes the normative and scientific sources related to the concept, management and structure of public procurement. The concept of public procurement, legal regulation and theories of public procurement administration are discussed. The public procurement process in the public sector is evaluated and theoretical models are presented. In the second stage, the aspects of the process improvement possibility in the public sector are analyzed, and the procedural model of public procurement improvement is presented. The following literature was used for writing the paper: articles in the press and on the Internet, legal basis (SPP, Government resolutions, other by-laws and recommendations and case law), statistics, specialist assessments and the author's personal work experience. In order to assess the opinion of the public and private sector representatives on the organization of the public procurement process and the possibilities for improvement, a qualitative study was conducted - a semi-structured written interview. Conclusions and practical recommendations are presented at the end of the thesis.
