Magistro baigiamajame darbe išanalizuotas projektinio valdymo taikymas viešojo valdymo institucijoje. Baigiamasis darbas sudarytas iš trijų dalių. Pirmoje darbo dalyje, remiantis moksline literatūra, aprašytos projekto, projekto valdymo sampratos, pateikiami projekto gyvavimo ciklo, projektų valdymo brandos modeliai, aprašomas projektinio valdymo taikymas užsienio ir Lietuvos viešajame sektoriuje. Antroje darbo dalyje aprašoma tyrimo metodologija, išskirtas tyrimo tikslas ir uždaviniai, pagrindžiami tyrimo metodai. Trečia darbo dalis skirta Šalčininkų rajono savivaldybės administracijos projektinio valdymo metodų taikymo analizei. Vadovaujantis savarankiškai atliktu tyrimu, buvo atlikta gautų duomenų analizė. Analizei atlikti pasitelktas kokybinis tyrimas, pusiau struktūrizuotas interviu metodas.
Today‘s organizations pay a lot of attention to projects - they begin to apply project management in their activities. This trend is also visible in the public sector. In the Lithuanian Public Management Improvement Program, project management is considered to be one of the tools that can improve the management of public sector institutions. Project management is not applied in Šalčininkai district municipality administration, but project management methods are noticed. Final master‘s thesis: Project management methods applied in public sector institutions: the case of Šalčininkai district municipality, the aim of which is to investigate project management methods applied in Šalčininkai district municipality administration. In order to achieve the goal, the following tasks are planned: 1) to study the theoretical assumptions of project management; 2) to analyze the relationship between project management and strategic management in the public sector; 3) to carry out an empirical study, which will investigate the application of project management methods in Šalčininkai district municipality administration. The paper uses scientific literature analysis, semi-structured expert interview method, qualitative method of content analysis. The paper concludes that project management is perceived from the instrumental aspect, more attention is paid to the management of instrumental elements: budgeting, project scope, documentation preparation, schedules, resource allocation. The social approach (collaboration, teamwork, leadership) to project management is also noticeable. It is remarked that the role of manager in project management is important. The manager takes responsibility for the progress and results of the project, so it is important to strengthen the role of the manager in the municipality. The technological basis of project management has been developed in the system DocLogix but it is not used for its purpose. The main problems of project management in Šalčininkai district municipality administration identified by experts are: lack of staff competencies (strategic and logical thinking), communication with external organizations (due to indifference), administrative formalities (“bureaucracy”), lack of funds.
