This master paper analyses Lithuanian employment policy and the problems concerning citizen employment and ways of solving them. The theoretical part deals with the beginning of the labour market, employment and unemployment problems. It also shows the role of the state in the open and closed labour market and provides the examples of the ways the unemployment is dealt with in the USA, Japan and Germany. Lithuanian labour market is formed by the Ministry of Social Security and Labour, while Lithuanian Labour Exchange, Lithuanian labour market training authority and others realise it. Therefore, the work analyses the system of labour policy formation and realisation, which implemented the program of employment development in the years 2001 to 2004, and from the year 2005 to 2008, after joining the EU, it executes the employment policy in attempt to achieve the goals and priorities set in the employment guidelines Since Lithuania has been changing over from the passive to active support of the unemployed in the recent years, the work concentrates on detailed analysis of active labour market program and the necessary means of implementation, and also the recent changes. The goal of the work was to analyse the efficiency of these means. The questionnaires showed that people are not willing to change the present system and current active programs are very efficient. It is obvious that with the domination of various factors preventing successful employment, a great role is given to state institutions, where the unemployed could be provided with the necessary education, get various help and prepare for active job seeking.
