Abstract

The objective of my paperwork “National Paying Agency under the Ministry of Agriculture and the support which it provides for agriculture and rural development” was to review briefly the history of the National Paying Agency’s under the Ministry of Agriculture (further – Agency) origin, to find out what the Agency is responsible for, what it administrates, what are its objectives and tasks. Moreover, the Agency’s structure (its departments and units) was analyzed. Regulations under which the Agency works were reviewed. In the second part of this paperwork agriculture and rural development were analyzed. The existing problems of Lithuanian village, advantages and disadvantages of integration into the European Union were cleared out. Measures of implementing the policy of agriculture and rural development also measures of modernization and reorganization of agriculture and food economy, the tasks of social development were analyzed briefly. The development of rural business, protection of natural resources and biological variety were reviewed. The third part of this paperwork was dedicated for examining the rural development measures. After reviewing the rural development measures, the most popular ones were analyzed and the support given for them was studied. Finally the analysis provided by “Transparency International” about the transperancy of the support provided by the EU in Lithuania was reviewed. Afterwards the results of survey (which was made in the course of preparing this paperwork) about the National Paying Agency were estimated and conclusions as well as proposals were made.
