Public procurement is the procurement of goods, services or works made by the buying organization. The order of public procurement is set by the Public procurement Directives of EU. Those Directives must be implemented by all countries of EU. When it is done, a possibility of international public procurement will come on stage, competitive ability will rise and money will be saved. Successful experience of e-commerce made influence to the public sector. The areas found by e-commerce, like e-auctions, e-catalogs, e-banking, were adapt to public procurement. That is how e-procurement came to life and gave a possibility to make public procurement more effective, more transparent and more public. Public procurement in Lithuania, like in all other European countries, are performed according to the requirements of EU Directives. More than 20 different legal acts regulate Public procurement in Lithuanian. The main legislation – the Law of Public Procurement of Lithuania. The period of public procurement in Lithuania takes several months. Only small part of procedures can be done using electronic tools. In the future public procurement will be completely moved online. This will help to reduce costs of public procurement organisation, the price of goods or services, improve quality of procurement processes and will increase the transparency of public procurement. Hopefully buying organizations and suppliers will get benefit from using electronic tools in public procurement. But on purpose to move public procurement online completely it is necessary to create and amplify the facility of electronic signature and to ensure the secrecy of proposals which will be sent using electronic tools
