Nacionalinės mokėjimo agentūros kontrolės sistemos analizė tiesioginės paramos administravime

Abstract

Magistro baigiamajame darbe ištirtas NMA vykdomos pareiškėjų kontrolės procesas, kuris taikomas visiems pareiškėjams siekiant, kad parama būtų išmokama skaidriai ir reikalavimus įgyvendinusiam pareiškėjui. Tačiau praktikoje vis dar nustatoma piktnaudžiavimo atvejų, todėl yra būtinas nuolatinis išorinės aplinkos stebėjimas ir kontrolės procesų tobulinimas atsižvelgiant į pasikeitusias paramos skyrimo sąlygas. Pirmoje darbo dalyje nagrinėjamas NMA taikomos kontrolės procesas skirtingais finansavimo laikotarpiais. Analizuojamas ES skiriamos paramos naudingumas, kontrolės proceso sukūrimas ir jo tobulinimas atsižvelgiant į naujų paramos priemonių finansavimą. Antroje dalyje analizuojama NMA vykdomos kontrolės specifika skiriant tiesioginę paramą. Pateikiami tiesioginės paramos skyrimo teoriniai aspektai, analizuojamas kontrolės užtikrinimas vykdant patikras, nagrinėjant neatitikimus. Pateikiamas kontrolės procesų grįžtamojo ryšio įvertinimas. Trečioje darbo dalyje atliekamas NMA vyr. specialistų ekspertinis tyrimas, pristatomas neteisėto deklaravimo atvejų nustatymas suformuojant ir nagrinėjant neatitikimus, pristatomi pareiškėjų sukčiavimo būdai.

The applicant control process performed by the NPA that is applied to all applicants so that the payout of the support was transparent and to the applicant, who has fulfilled the requirements, was examined in the master thesis. However, the cases of the abuse are still being identified in practice, therefore, the constant monitoring of the external environment and the improvement of the control processes with respect to the changed conditions of the support granting is necessary. In the first part of the thesis the process of the control applicable by the NPA is analysed during the different periods of the financing. The usefulness of the support granted by the EU, the creation of the control process and its improvement with respect to the financing of the new support measures are being analysed. In the second part the specifics of the control performed by the NPA, when granting the direct support, is being analysed. The theoretical aspects of the direct support granting is being presented, the assurance of the control during the performance of the inspection of the discrepancies is being analysed. The assessment of the control processes' feedback is presented. In the third part the expert investigation of the NPA chief specialists is being performed, the identification of the illegal declaration cases by forming and analysing the discrepancies is being presented, the methods of the applicant fraud is being presented.
