As a number of Western experts note, one of the major problems Lithuania faces nowadays, is the lack of competence in the spheres of administration and management. For a whole generation of Lithuanian administrators and managers management was nothing but enforcement of five-year, seven-year, and other plans, which were bureaucratic, often not competent, without regard to specific situation in the country and mentality of people, “landed down from the center“. It is now that we have to substantially change the standpoint towards management and planning, which is its major tool, to spurn a kind of xenophobia in this respect. The lack of strategic thinking and strategic planning has painfully affected development of socio-economic life of the country. Various reforms in management of agricultural and other sectors have been begun and not implemented to the full. So the need of the strategic planning occurred by trying to accomplish the public administration, the budget, the legal system and other reforms effectively. The purpose of work is to analyze how the strategic planning principles are used in creating the state budget of the Republic of Lithuania. The main tasks of the work are to explain the term and process of strategic planning, to analyze the structure, formation, implementation and control of the state budget of the Republic of Lithuania, and to state the problems and prognosis of the strategic planning in Lithuanian institutions and organizations of public administration. The main methods of the work are as stated: analysis of documents, scientific literature, statistical data and legal basis, case studies, theoretical modeling and forecasting. The information received during interviews will be also used. The results of the Master‘s work corroborate the hypothesis that strategic planning is necessary instrument in trying to increase the effectiveness of the formulation of the state budget of the Republic of Lithuania. The final conclusion of the work says, that legitimate basis for strategic planning is well prepared but the officers of the public administration in the Republic of Lithuania still need more practical skills for more effective use of strategic planning principles in their legislative work as well in creating the state budget of the Republic of Lithuania.
