Recently there are a lot of studies, researchers and analysis for children demanding for special education and treatment about their integration into primary and secondary schools. This Master’s degree final work purpose – to accomplish special education development analysis, to propose conclusions and to make suggestions about the things to do better, according Scandinavian countries experience. This Master’s degree final work is review of special education historical development, analysis of Lithuania’s special education reformation, analysis of national and international laws, regulating special education and researching Lithuanian and Scandinavian special education programs similarities and differences. Special education program can be revalidated adopting new Special Education decree of Lithuanian Republic integrating this document into Education law of Lithuanian Republic, decentralizing the control of primary and secondary schools, changing the procedures of primary and secondary schools job planning, training teachers, who will be able to make opportunities for children personality and individuality development. For successfully working Special education program, the program must be developing and coordinating according European Union Education laws and other education programs. Master’s degree final work is pointed that special education needs appeasement will a lot of depend of ability to make right and rational decisions also saving and strengthening the Education program quality.
