The present paper analyses the current situation of public procurement within the National Defence System. A two-step study has been performed in order to clarify if public procurement in Lithuanian Grand Duke Gediminas Headquarters Battalion complies with the principles of equality, non-discrimination, transparency, confidentiality and private vs. public interest coordination. The first step of the study included the analysis of documentation of the National Defence Ministry and Armed Forces of Lithuania which regulate public procurement within the National Defence System. The analysis showed how the provisions of the laws issued by The Seimas of the Republic of Lithuania, The Government of the Republic of Lithuania as well as The Office of Public Procurement under the Government of the Republic of Lithuania are implemented. The data collected from the analysis partially corroborated the hypothesis. To validate the preliminary conclusions and obtain more detailed information a method of survey was used in the second step of the study. By means of questionnaire military servicemen of Grand Duke Gediminas Battalion, who are responsible for public procurement, have been questioned about the compliance with the principles of equality, non-discrimination, transparency, confidentiality, and public vs. private interest coordination. The study of their qualifications was also carried out. The study has revealed problems and solutions how the problems should be solved to maintain the principles of equality, non-discrimination, transparency, confidentiality, and private vs. public interest coordination in performing public procurement within the National Defence System.
