Abstract

The majority of regional seas is the object of international conventions, and a number of these conventions greatly contribute to the protection of the marine environment. However, the legal effect of these conventions is insufficient, and this reduces their effectiveness in reaching the agreed objectives. There is a lack of compatibility between the majority of applicable strategies, conventions and agreements. Major challenges are faced when implementing end enforcing most of international agreements regarding the marine environment.
