SUMMARY The Baltic Sea Joint Comprehensive Action Programme was confirmed in 1992, adopting the Baltic Sea Environmental Declaration. It was confirmed not by the HELCOM recommendations, but by the high representatives of the governments of the states. This program aims to reduce the pollution load in the Baltic sea coasts and the sea area. The objective of the program - in the next 20 years period, it means till the year 2012, to reduce the pollution in the point and non point sources, which are the main polluters of the Baltic sea; to make the efficient plans for management of the sensitive lagoons and wetlands; to restore the ecological balance of the Baltic sea and to protect the environmental inheritance as well. In year 1992 PITF arranged the recommendatory document, in order that cooperating countries knew the criteria, which are required to be followed, when the country wants to suggest to add or eliminate an object that is in its territory and makes a strong negative influence on the quality of Baltic sea water or the quality of the coastal water. In year 1992, 132 pollution sources were added to the list of the biggest Baltic sea polluters. Making the specifications, the list contained 162 objects. This list includes 16 industries, municipal WWTP and other pollution sources in our country. Since JCP program includes not only the pollution reducing means, but also the financing means, it facilitates the implementation of the program. Then the countries can reach the main goal more easy. At the present moment Lithuania has already deleted a half of the pollution objects from the list of "hot spots". On June 14, 2005 there were eliminated the WWTP of Vilnius, Alytus and Marijampole cities. On June 22, 2006 from the list of "hot spots" there were eliminated other five "hot spots" of our country - the WWTP of Siauliai and Klaipeda cities, companies „Achema“, „Klaipedos kartonas“ and „Sema“, which has gone bankrupt already. Remaining 8 "hot spots" must be deleted by the year 2012. There are now prepared projects for the municipalities WWTP, some of the "hot spots" are already being cleaned. There are made big investments to the development of the new WWTP and reconstruction of the old ones. During some time the quantity of emitted pollution should decline. When we reach the emitted pollution quantity that is indicated in HELCOM recommendations, we can discuss the possibility of eliminating those "hot spots" from the list.
