The Master Thesis deals with the change of democracy concept in the course of time and its perception in the modern world, as well as the concept of the civil society it’s functions, characteristics and formation. The analysis reveal advantages and possible disadvantages of e. democracy, it’s role in formation and fulfilment of functions of the civil society. Analysis provides the meaning of e. democracy as the means for strengthening the civil society. Key words: democracy, the civil society, information and telecommunication technologies, e. democracy, the levels-segments of e. democracy, the processes of e. democracy, the elements of e. democracy. The purpose of Master Thesis is to reveal the perspective of e. democracy as the means for strengthening the civil society, as well as to provide an answer to question whether e. democracy could serve as a means for strengthening the civil society. The subject matter of Master thesis is the potential for the occurrence of democracy processes in the context of information and telecommunication technologies ant the reflection thereof in the civil society processes. The Master thesis is of the interdisciplinary character, different analysis methods are used in it in order to reveal the relation between e. democracy, its processes and ordinary democratic processes in the context of strengthening of the civil society. According to one of the approaches e. democracy is considered as a part of e. government. The basis of the Master Thesis is the potential, development level-segments of e. democracy, e. democracy processes and particular expression elements of e. democracy. The Master Thesis provides not only the theoretical analysis. The research of e. democracy elements in the websites of Lithuanian municipal and state institutions has been conducted by using experimental methods. The websites of institutions which are directly elected and serve as the means of representational democracy were selected for the research. The research results revealed the development level of e. democracy in the representational democracy institutions of Lithuania. Certain casually selected e. democracy projects and their advantages have also been analyzed in the Master Thesis. As the purpose of the Master Thesis was reached, it was provided the positive answer to a question whether e. democracy could serve as a means for strengthening the civil society. At the end of the Master Thesis conclusions and proposals are provided.
