This work deals with the fundamental provisions of public procurement regulation. On the basis of scientific literature, European Union legislation and the legal acts of the Republic of Lithuania and judicial practice, the contents of the public procurement principles is revealed. When making an analysis of the public procurement process effected in Lithuania, the said process is split into separate stages. In terms of significance of public procurement principles, it is established how the provisions of the performance of public procurement are implemented in each of them. Regularities and tendencies of spreading of public procurement methods are disclosed. Public procurement control realities are considered. Problems of ensuring public procurement principles are listed; recommendations for their elimination are provided. Research results are grounded by not less than two sources, with the application of logical, document analysis and survey methods.
