The compulsory motor insurance in the frames of the Green Card and the EU system is the fundamental element to the free movement of vehicles within the member countries. With certain legal acts both systems took major steps towards establishing a single market in the field of motor insurance. The first section of this research describes the origin, features and development of compulsory motor insurance in Europe and harmonisation of the legal acts relating to compulsory motor insurance. The features of the Green card system – the background origin, establishment and historic movement - are analysed in the second section. Legal acts of the EU relating to compulsory motor insurance are analysed as well. The deep analysis regarding the compulsory motor insurance in some member countries EU helps author to discuss about the compulsory motor insurance system in Lithuania, how this system changed after the membership in the Green card system and the EU. Section four conjoins and discusses the sections which were analysed before separately. For such an analysis to establish the relation between the green card and EU systems comparative, evaluation and other methods are applied. Such a global regulation shows the significance of the compulsory motor insurance.
