Abstract

“Establishment of Lithuanian probation conception and model”. This master’s graduation dissertation analyses work of Lithuanian probation services and perspectives for its perfection by interception of the experience of advanced states in the application of alternatives to custodial sanctions. The first part of this dissertation analyses the concepts of probation being found in scientific literature. Taking into account abundance of the concepts of probation being found in literature, the concept of probation which corresponds to the probation being applied in Lithuanian is formulated. Also the development of probation in foreign countries is surveyed. The second part of this dissertation is designed to analyse the legal regulation and institutional system of the correctional inspections. There the principal problems of legal regulation of probation are marked out and the guideline for perfection is given. While analysing the institutional system the bodies exercising probation and the ones participating in it are marked out and suggestions regarding definition of the role of every body in exercise of probation are offered. The final chapter of the second part of the dissertation analyses the competence of Lithuanian officers who are commissioned to exercise probation. The concluding part of the dissertation offers suggestions regarding the possibilities of perfection of the probation system which currently exists in Lithuania by interception of the experience of foreign countries in the area of probation.
