The theory of criminal law considers as a criminal act not finished acts only but also some dangerous acts which are made till the end of criminal act and in order to realize some criminal plan. The study analyses some regulation of preliminary acts in criminal law of Lithuania and foreign states. The research presents some analyze of criminal responsibility for preliminary acts fixed in criminal law of Germany, France, England and the USA. The main attention is based on the analyze some separate forms of preliminary acts, which are fixed in criminal law of Lithuania and other foreign states. The study disputes some features of preliminary act forms; aspects of preliminary and finite act; delimitation of arrangement and attempt. Notional explanation of preliminary act’s content forms is renewed by practical estimation examples of these acts. The research analyses peculiarity of criminal responsibility in each country concerning criminal responsibility for infliction of preliminary act in accordance with law traditions and belonging to particular law system of a country. This study analyses also some problematical topics of preparation’s delimitation from attempt in all juridical systems
