The creation of cohesive strategy empowers municipalities to operate purposefully, enables them to identify the needs of interest groups and the rising problems, therefore, the creation of cohesive strategy helps in setting ways to solve them, it defines the priorities of activity spheres, develops the exclusive competences in the sphere of strategic management, and leads to the formation of the system of the new quality management. Cohesive strategy is developed in accordance with the principles of balanced development at corporate, regional, national, and global levels, local level and internal coherence is emphasized. The paper delves into the analysis and generalization of common tendency of cohesive strategic planning in the municipalities, while aiming at revelation of their essence and importance. The paper emphasizes the advantages and disadvantages of strategic planning models and the possibilities of their application in the planning of contemporary institutions of municipal government. The paper analyses the development of strategic planning in Lithuania which indicates lack of experience and scientific works, analyzing the tendencies of strategic management (planning) in the municipalities of Lithuania. The paper characterizes the peculiarities of strategic management in institutions of municipal government, distinguishes the essential differential features of institutions of municipal government. The analysis of strategic plans and their projects, which have been prepared by the Districts of the Municipalities of Vilnius County, indicates the main stages of strategic planning and the examples of creation of strategic plans that reflect the principles laid down in the methodology of regional development. The paper indicates the generalization of social survey which reflects the features of strategic management in the Districts of the Municipalities of Vilnius County. The performed generalization of social survey reveals the peculiarities of the formation and functions of working groups, the competence of public officials of the municipalities, as well as the tendencies of improvement and good experience sharing. The present Master Thesis should help in revealing the main directions and the common consistent patterns of strategic planning of the districts of municipalities. Moreover, it should help in identifying the problems that interfere with the rapider creation of cohesive development plans. The suggestions could be used to improve the creation of strategic management system in the municipalities.
