This master thesis analyzes training and qualification development situation of civil servants in State Social Insurance Fund Board under Ministry of Social Security and Labour of Lithuania. The situation was researched according five stages of training process, i.e. evaluation of training needs, planning of training process, and verification of efficiency, implementation, and evaluation. The accomplished survey of civil servants in State Social Insurance Fund Board administrative institutions showed that the most important and the most influenced stage of training qualification development process is evaluation of training needs. After identifying factors and reasons which influence inefficiency of evaluation of training needs, a method of this process improvement was proposed; it is creation of theoretical model of system which assures effective evaluation of training needs. This system should be implemented with modern software which could accumulate database of competences of civil servants and do multi-criterion evaluation of competences of civil servants without intervention of human being.
