Šio mokslinio tyrimo tikslas – išanalizuoti ir įvertinti Švenčionių rajono Pabradės miesto švietimo įstaigų darbuotojų kvalifikaciją, kvalifikacijos tobulinimo problemas bei mokymosi poreikius ir juos sąlygojančius veiksnius. Pagrindiniai darbo uždaviniai yra išanalizuoti kvalifikacijos tobulinimosi sampratą ir reikšmę, darbuotojų mokymui taikomus metodus, dokumentus, reglamentuojančius suaugusiųjų mokymą ir kvalifikacijos tobulinimą, apžvelgti Lietuvos pedagogų išsilavinimo bei kvalifikacijos tobulinimo galimybes bei apimtis, įvertinti Švenčionių rajono Pabradės miesto švietimo įstaigų darbuotojų kvalifikaciją, tobulinimosi intensyvumą bei išnagrinėti kvalifikacijos tobulinimuisi trukdančius veiksnius. Tyrimo objektas – Švenčionių rajono Pabradės „Ryto“ vidurinės mokyklos ir Pabradės 1- osios vidurinės mokyklos mokytojai, vadovai. Tyrimo dalykas - Švenčionių rajono Pabradės „Ryto“ vidurinės mokyklos, Pabradės 1- osios vidurinės mokyklos mokytojų ir vadovų kvalifikacija, kvalifikacijos tobulinimo problemos bei mokymosi poreikiai ir juos sąlygojantys veiksniai. Siekiant pažinti šiuolaikinę nagrinėjamos problemos situaciją, darbe kompleksiškai naudojami įvairūs metodai: bendro mokslinio pažinimo, norminių teisės aktų analizė, empiriniai (mokytojų anketinė apklausa), statistiniai (anketinės apklausos duomenų apdorojimas), kiekybinė tyrimo analizė.
The objective of this research paper is to analyse and estimate the qualification of Shvenchionys region Pabrade town’s educational establishments’ practitioners, a problem of improvement of professional skills, educational needs and their causing factors. The goals of this research paper are to analyse the term of the professional skills improvement and its value; methods used for training practitioners, the documents regulating adults’ training and the improvement of the professional skills; to consider the opportunities and volume of the education and qualification increasing. The Object of this research is teachers and the authorities of Pabrade secondary school “Rytas” and Pabrade first secondary school of Shvenchionys region. The subject of this research paper is a problem of the professional skills improvement of the teachers and the authority of Pabrade secondary school “Rytas” and Pabrade first secondary school of Shvenchionys region; educational needs and their causing factors. To get acquainted with a modern situation of the investigated problem various methods are used. Various methods of the general scientific knowledge, the analysis of the norm certificates are used: empirical (teachers’ questionnaire), statistical (processing of biographical particulars of interrogation), the quantitative analysis of the research. In the theoretical part author analyzes the concepts of training and improvement of professional skills’ necessity and their interrelation. The historical stages of teachers’professional skills formation and improvement are represented and the methods used for teachers training and also the criteria of their selection are considered. The separate part is dedicated for the analysis of the legal certificates regulating training of adults and a condition of their qualification in the EU countries and Lithuania. The establishments, working on the improvement of the professional teachers’ skills and also their projects and programmes are represented. The education of the teachers of all Lithuania, the subject preparation, categories of qualification, and also the opportunity of strengthening are analyzed. During the research the questionnaire was led to reveal the arguments stimulating teachers to raise their qualification and also the factors complicating the professional skills improvement. In this survey 117 teachers selected by the method of casual selectivity participated; 54 of them work at Pabrade “Rytas” secondary school; 63 – at Pabrade first secondary school. The hypothesis has been checked up by the Pirson’s criterion; the coefficient has been counted up by the Spirmen’s criterion. The number of teachers raising their qualification in Pabrade secondary school “Rytas” in 2003 - 2005 y.y constantly grew. The educational level of the both schools exceeds the scheduled results of the year 2007 and they are close to the position of the state educational strategy of the year 2012. The teachers of Pabrade secondary school “Rytas” actively raise their professional gualification. The most part of the teachers spend 5 days on the improvement of the professional skills every year as forecasted in the Lithuanian educational law. The majority of teachers approve, that received knowledge at the classes of the professional skills improvement is possible to use only partially in their work and it is satisfies their needs only partially. The authorities of the both schools induces teachers to raise their qualification and also allows to do this. The both schools teachers have enough information and they are well acquainted with the way of the professional skills improvement. The results of the research has shown, that the respondents of the Pabrade first secondary school face with the time and place problem. The respondents of the Pabrade secondary school “Rytas” recommend to organize classes at school, offer more practical knowledge, reduce groups of listeners and finance classes more. The respondents of the Pabrade first secondary school specify such wishes how to organize classes: considering needs of teachers: to invite known teachers, teachers - experts, to organize excursions, and also to allocate 10 days for the professional skills improvement in a year.
