International Ship and Port Facility Security Code is a new step in the field of security, which determines safety of harbour equipments, ships and cargo. One of the security field’s- safeties of cargo transportation by the ships and rising threats is discussed in this Thesis. The biggest threats for navigation are piracy and terrorism. There’re analysed latter-day piracy tendencies in the Thesis as well. The international and Europe Union legal regulation regarding prevention of threats to navigation are reviewed and International Ship and Port Facility Security Code implementation in the Republic of Lithuania juridical system are analysed quite dissected. The above mention Code was started to implement in Lithuanian legal basis quite intense in year 2004. It consisted of Lithuanian Government decrees, the orders of Minister of Transport and Communication Ministry of the Republic of Lithuania, various annexes and changes of the laws. The gap of legal regulation was noticed during the analyses of the International Ship and Port Facility Security Code introduction in the national law. It has come up only during the real introduction of legal acts. The above mentioned legal regulation gap and imperfections were analysed in this Master Thesis and some methods of legal regulation, related to the International Ship and Port Facility Security Code improvement have been offered. The attention was also paid to the international situation of navigation safety and offers were formed in order to complement legal acts of the Republic of Lithuania with an aim to avoid international incidents.
