The main goal of master’s degree thesis was to disclose and analyse alternation of gambling legal regulation, reveal the core of problems, propose ways to solve discovered problems. The thesis consists of three chapters. In first chapter author analyses theoretical subject issues – conception of administrative legal regulation, its’ object, method, relation with administrative legal regimes. Second chapter discloses conception of gambling and its’ historical evolution. The third chapter is dedicated to reveal stages and singularity of gambling legal regulation. The following research methods were used in the thesis: document analysis, historical, systematic, analytical - critical. All gambling legal regulation at the period of Lithuanian Republic independence consists of 4 stages: interwar period, period of gambling permission from year 1991 to year 1994, period of gambling prohibition from year 1994 to year 2001, legalization of gambling from the 1st of July 2001 till nowadays. Analysis results only from part confirmed the hypothesis raised: gambling legal regulation is on time and attracts investments to this business. Frequent change of gambling legal regulation does not help to create stable business environment, and this does not attracts solid foreign investors. Author gave big attention to reveal problematic questions of gambling legal regulation because it would allow discover problems made in regulation till our days and beneficial attitude, which made positive influence. Author discloses problems at regulation of gambling in Lithuanian Republic and gives proposals for future perspectives and evolution of legal institutes.
