The union of the customs is the corner stone and the basic element of the common market in its function. Common market can function properly if common rules are applied to initial borders. It means that twenty five borders have to function as one. These main rules excel the Union of the borders as such - with its main rate - and covers all the political trade aspects, for example, trade, the health control and environment, the main politics of agriculture and fishing, the protection of economical interests with non-traditional means, furthermore, the means of foreign political relationships. The role of administration borders in the XXI century is especially urgent when analyzing the questions of security and ease of the international trade. While analyzing the essay “The customs in the XXI century - a guarantee of security and the ease of international trade” some conclusions were made. Moreover, the main aspects of the change of customs role in the XXI century were distinguished. The nowadays world micro economy and its processes can be called the global reflect and conduct. All this process is very important in the market of international capital and goods, for the policy of economy and the relationship among foreign countries. While abolishing control in 1993 the customs’ functions and role raised a new importance. After the checking abolition in the presence of internal EU borders, the extent and the role of administrations decreased, appeared new functions of the customs. The means of customs were only to control the drug transportation and other disturbance at the external borders. Since 1993 the customs checking had to be kept to common requirements (standards) .The mentioned checking should not interfere into the unrestricted movement of goods and ought to be based on risk results. Furthermore, the relationship among customs and other institutions should be strengthened. Nowadays customs are more involved due to the development of international trade and the increasing numbers of checking. After having created a common market, the general level of responsibility increased. When the internal borders were controlled, mistakes made by one of administrations could be corrected by others. The harm was made only for a separate tradesman and citizens. Now, after officially having recorded goods in one country, the harm can be felt in all the Union, that’s why the shortage possibility while checking the customs is very dangerous. After the analysis customs’ prospect is evident that customs in future will be responsible for effective and productive management there to ease the international trade. That’s why the harmonic simplified and effective control off all borders is one of the most important customs functions in the XXI century. The XXI century safeguarding security and the ease of international trade is priority questions in customs administrations. If nowadays customs want to safeguard the security and to ease the international trade, they should observe such strategy of actions which maintain, “ that if you want to assure the security in the world all modern technologies should be used, including more usages of modern technologies and specific equipment. The control and security can be effectively realized only in this case if there exists a close corporation with other institutions and business, especially if we talk about the exchange of information and extra expenditure avoidance (while checking the customs). Customs in the XXI century have to carry out their work not creating bureaucratic limitations. Keeping to the law with the same principals, can be used to satisfy the needs of the specific operations. They create the conditions to assure the needed level of control, also less usage of paper documents. Furthermore, the information technologies are the corner stone in this sphere, the preparation of the reliable strategies and the information technologies usage in the Union of customers is one of the most important questions. After analyzing Lithuanian Republic customs program can be stated, that in 2006-2008 customs will try to strengthen their abilities in the struggle against terrorism, smuggling and organized criminality. Secondly, they will strive to assure effective control of goods. Thirdly, they will modern the accounting of taxes, and improve their collection and exaction. The creation of world trade creation security and simplified standard is only one step in the strengthening of customs administration and the role change in XXI century. Further more, customs while trying to strengthen and step advance have always improve the administration of the mentioned activities.
