Education is the personal, society maturity factor, creating the state development, its status in the global competition conditions. State regulation is characteristic for the formal education as a priority field of the state, which is carried out implementing the set strategic objectives and tasks. Constant shift of the education determines the problem – if the carried out administrative legal regulation ensures the effectiveness, functionality of the formal education system. The aim of this thesis is to evaluate state regulation of the programs, carried out in administrative legal approach, analyzing the measures of the formal education universality and quality assurance, competence of the education management subjects in the field of the formal education. The theme has been analyzed according to the systematic analysis, content analysis, logical deductive and other methods. Surveys of the heads of comprehensive, professional schools, heads of higher education establishments, lecturers have been carried out by questionnaire method.
