One of the foundation's activity directions is establishing a whistleblowing culture in organizations. The foundation is implementing a project to harmonize national policies and legislation on whistleblowing with EU standards as part of the grant project “Promoting the Preparation and Launch of Negotiations on Ukraine's Accession to the EU”. The project aims to unite efforts and exchange experiences in complying with anti-corruption requirements necessary for EU accession. It will serve as a solid foundation for further development and strengthening the whistleblower status in Ukraine. Upon completion of the project, The Foundation will present the Concept on the Development of Whistleblowing in Ukraine for 2025-2027. Presented the analysis of the implementation of Directive 2019/1937 of the European Parliament and EU Council dated 23 October 2019 on the protection of persons reporting breaches of EU law (hereinafter referred as to " the EU Directive") and the Law on Whistleblowers adopted in the Republic of Lithuania in November 2017, valid from 1 January 2019. The author of this report drew attention to the presentation of the whistleblower's Institute for Society, how information campaigns should be arranged, presented examples from real life, presented opinions on the definition of whistleblower, who can obtain this status, on reporting channels, confidential information and whistleblower, confidentiality and anonymity, protection of whistleblower, bodies which protect whistleblowers, compensation to whistleblowers due to the loss of work or dismissal from work, a reward system for whistleblowers, sanctions for violation of whistleblower rights, and mandatory amendments to national laws. Made recommendations on the lessons learned in Lithuania which will serve as an important element for the development of the Whistleblowing Concept in Ukraine. |
