Siekiant kurti žiniomis ir naujausiomis technologijomis grįstas ekonomikas bei užtikrinti bendrą šalių ekonominį ir socialinį progresą, verslo inovacinės veiklos skatinimas tampa vienu iš didžiausių iššūkių tiek nacionalinės, tiek tarptautinės viešosios politikos formavimo ir įgyvendinimo srityse. Todėl tyrimo tikslas – identifikuoti inovacijoms versle įtaką darančius veiksnius bei skatinti esamas ir galimas viešosios politikos iniciatyvų inovacijas versle, siekiant pateikti argumentuotus pasiūlymus tobulinant Lietuvos inovacijų politikas verslo atžvilgiu. Tyrimo tikslui įgyvendinti atlik-tas kompleksinis inovacijų versle skatinimo tyrimas, apimantis tiek viešosios politikos iniciatyvų nagrinėjamoje srityje, tiek inovatyvaus verslo sektoriaus Lietuvoje poreikių ir iššūkių analizę. Re-miantis atliko tyrimo duomenimis, buvo nustatyti svarbiausi teigiami ir neigiami inovacijų veiksniai bei reikalingi viešosios politikos veiksmai jų atžvilgiu, identifikuotos faktinės verslo inovacinės veiklos Lietuvoje kliūtys bei pateiktos argumentuotos rekomendacijos nacionalinės inovacijų politi-kos verslo atžvilgiu tobulinimui.

The article seeks to justify a need and possibilities to form Lithuania’s innovation performance measurement framework in terms of existing international practice. To do so different analytical tools, known worldwide in innovation fields, are discussed and the main categories of the assessment are summarised. Taking into account the various instances from the index practice, Lithuania’s innovation performance results and their tendencies in comparison with other countries are analysed. To conclude, several suggestions are drawn for the measurement framework of the Lithuanian innovation policy.

Insufficient business innovation activity in Lithuania shows a need to explore possible factors determining this state of play. It is assumed that lack of concrete and specifically targeted government actions or their efficiency is extremely important here. Thus, in order to analyse business innovation promotion in Lithuania, theoretical, strategic and statistical data are taken into consideration. This paper suggests the generalised theoretical system of business innovation determinants, analyses the statistics describing business innovation activity in Lithuania, and provides an assessment of the current Action Plan of Lithuanian Innovation Strategy for 2010–2020 from a business innovation promotion perspective.

A paper seeks to justify a need for the better development of sustainable innovative entrepreneurship by public policy initiatives. It takes into account two sides of this issue going from the main challenges of business innovation activity to the possible public policy actions necessary to improve the existing situation. The main focus of this paper is directed on the improvement of current Lithuania’s innovation policy for the more effective business innovation promotion. Moreover, a concept of the innovative entrepreneurship is also discussed here as a foundation of the linkage between innovation and entrepreneurship policies. The research is based on the interpretative, systematic and comparable analysis of the quantitative and qualitative data. The paper provides the results of Lithuania’s innovative enterprises survey performed by the author. The findings include the issues related to the innovative business needs and the role of innovation policy actions in the promotion of this kind of business.

The entrepreneurship-oriented initiatives in the field of public policy are often related just to business activities, including all stages of its development, without the link to innovation. This could be named as the one of main causes of low business innovation performance rate in such developing countries as Lithuania. Therefore, this article is directed towards an analysis of the main directions of entrepreneurship policy implementation in order to identify their linkages with the possibilities to promote innovation development in business. The paper explains entrepreneurship as a public policy area, analyses the existing public initiatives of entrepreneurship development and their implementation results, suggests the preconditions to integrate both the entrepreneurship and innovation policies into one interdependent public policy framework.

Innovation promotion as the one of the most important tools for the progressive development of welfare and the strong positions in the global competitiveness area requires purposeful initiatives and permanent actions from public policy side. This highlights the importance of clear setting of innovation policy priorities and the necessity of their implementation assessment. On the one hand Lithuania has many strategic initiatives regarding to innovation-oriented goals in public policy documents, but on the other hand the results of innovation activity in Lithuania fall short of government expectations till now in regard to both the national and international targets. Therefore the article proposes an analysis of innovation policy priorities and their implementation results on the ground of European and Lithuanian strategic documents in order to indicate the essential areas wherein is the requirement to strengthen the governmental actions in Lithuania. The paper suggests the following: a framework of key strategic priorities and initiatives in EU innovation policy field, a comparison of Lithuanian and EU innovation performance data, an estimation of Lithuanian innovativeness tendencies in respect of possibilities to reach the European targets and the review of current Lithuanian innovation development framework.

Innovations play a significant role in surviving in economic and market games. However the innovation is not self-sufficient tool for response of all future challenges and needs. It requires potential for new knowledge generation, adaptation and commercialization, and support of government. Therefore the article presents a conceptual analysis of the relationship between innovation and entrepreneurship ,with the main focus being on the business sector, highlighting the role of government policy in the promotion of innovation through entrepreneurship. It is said that the dimension of innovation is at the core of entrepreneurship, but at the same time these concepts still often are defined singly. The concept of entrepreneurship is often wrongly explained, just as business activity or establishment of new enterprises without focus on innovation. In this respect, there is a suggestion to adopt the concept of innovative entrepreneurship as the new direction for development of innovation through entrepreneurship.
