The article analyzes the professional development of teachers Lithuania, proposed new form of teacher internships, teacher development concept, entrepreneurship. Professional training for teachers is required in order to update the teachers of local and national priorities and initiatives being; update their knowledge, understanding and skills in pedagogy, curriculum, use of new technologies in teaching areas. In addition, effective professional learning takes place when teachers work with each other to share practices and learn together. Effective professional training is when: it is a long-term and planned; it is clearly the results expected to be achieved in professional education; it is directly needed for a specific and important teacher, and / or school and takes into account the existing knowledge and experience; it is based on the experience of action and exploration; it is held in conjunction with others; it is based on the best available data on education and training, and is headed by experienced specialists.

This student workbook “Strategic Management of Public Sector Institutions“ was prepared on the basis of project, No. VP1-2.2-ŠMM-07-K-02-073, and is meant for deeper strategic management studies. The publication provides contemporary knowledge of strategic management that helps expediently work towards analytical and practical skills in strategic management. The educational tool itself covers 3 main aspects: firstly, the context of strategic management is analysed and provided, secondly, the process and content of the strategy is evaluated and, lastly, the particularities of the public sector are discussed.

Tobulinant viešojo sektoriaus institucijų veiklos valdymą labai svarbu naudoti tinkamus vadybos metodus. Šiame darbe sprendžiama galimybė naudoti privačiame sektoriuje žinomų, atskirais atvejais viešajame sektoriuje taikomų, kokybės vadybos meiodų derinį. Tyrimo tikslas - susisteminti kokybės vadybos metodus tobulinant viešojo sektoriaus institucijų veiklos valdymą. Straipsnyje analizuojami šie kokybės vadybos metodai: bendrojo vertinimo modelis (BVM), Europos kokybės vadybos fondo (EFQM) savęs vertinimo modelis, subalansuotų rodiklių sistemos (BSC), ISO standartai. Tyrimo metodika - užsienio ir Lietuvos autorių vadybos šaltinių sisteminė analizė, taip pat atlikta kokybės vadybos metodų lyginamoji analizė. Atlikta analizė patvirtino kokybės vadybos metodų sisteminio taikymo perspektyvumą viešojo sektoriaus institucijose.

Straipsnyje siekiama kritiškai įvertinti Lietuvos Respublikos prokuratūros strateginį planavimą: aptariami taikomi strateginio planavimo principai, tokie kaip valstybės prioritetų įgyvendinimo, rinkos taikymo, efektyvaus strateginio planavimo proceso organizavimo, darbuotojų atskaitomybės ir atsakomybės, skaidrumo ir viešumo; analizuojamas prokuratūros strateginio planavimo dokumentų turinys. Vertinant strateginį planavimą atskleidžiami trūkumai ir pateikiami siūlymai. Prokuratūros būklės vertinimui pagrįsti remiamasi straipsnio autoriaus 2003 ir 2008 m. atliktais tyrimais, 2005 ir 2007 m. Lietuvos Respublikos valstybės kontrolės Valstybinio audito ataskaitomis, Prokuratūros strateginę veiklą reglamentuojančiais dokumentais, 2003 - 2008 m. veiklos ataskaitomis, kitų dokumentų analize.

Constant social, technological and political changes stimulate economic, social, political, legal and scientific progress. The integration into democratic processes by the countries of Middle and Eastern Europe has determined the necessity for the transparency of the administration of public sector. The state of Lithuania, being concerned about its stability within a worldwide community of states and following the example of neighbouring countries, has initiated the application of performance audit for the purposes of optimal rationalization of different branches of economy. The author has completed expert studies in the FEU Programme Project "Assistance in Forming the Internal Activity Audit System of the Prosecutor General's Office" and acted as a member of various working groups. Due to these reasons, it was possible to formulate the audit conclusion, which received favourable response of foreign experts. Pursuant to the said conclusion, the assistance ensuring proper functioning of IS/IT was granted, the project for the strategy of development during the years 2005-2010 of the prosecutor's office of the Republic of Lithuania was drawn up, besides, successful cooperation with other prosecution services of EU States is being further developed. The present article analyses specific character of the performance audit of the prosecutor's office and discusses its first steps in Lithuania. In addition, the results of researches conducted while implementing certain projects are presented here.
