Straipsnis skirtas vienai iš svarbiausių nusikaltimų aiškinimo problemų - įvykio vietos apžiūrai ir specialisto kriminalisto dalyvavimo atliekant šį veiksmą klausimams. Tyrimas buvo atliktas remiantis specialistų kriminalistų apklausos rezultatais. Buvo apklausti 105 pareigūnai, t.y. apie 40 proc. visų Vidaus reikalų ministerijos Kriminalistinių ekspertizių departamento darbuotojų. Apklausos rezultatai rodo, kad dauguma specialistų kriminalistų įvykio vietų apžiūrų lygį vertina vidutiniškai ir tik trečdalis įgijusiųjų aukštąjį teisinį išsilavinimą jį vertina kaip žemą arba labai žemą. Apklaustų pareigūnų nuomone, pagrindinės žemo įvykio vietų apžiūrų lygio priežastys yra kriminalistikos technikos trūkumas, nepakankamas praktinis pasirengimas, blogas darbo organizavimas. Apklaustieji pareigūnai įvykio vietos apžiūros problemas vertina vienpusiškai, akcentuodami techninės apžiūros problemos aspektus ir nepakankamai vertina teisinius bei teorinius kriminalistinius klausimus. Straipsnyje pateikti pasiūlymai, kaip pagerinti įvykio vietos apžiūrą ir veiksmingiau panaudoti specialisto kriminalisto žinias ir įgūdžius.
The article deals with one of the most important problems of crime detection - inspection of crime scenes and the role of a specialist of criminalistics in it. The research was carried out on the results of the survey of specialists of criminalistics. For the research, 105 officials have been interviewed, it makes about 40 percent of all employees of the Department of Forensic Expertise of the Ministry of the Internal Affairs. The survey results show that the majority of the criminalists think that the level of crime scene inspection is of a satisfactory level, and only one third of the specialists having higher legal education consider it being of a low or very low level. To the mind of interviewed officials, the causes of low level of crime scene inspection are insufficient provision of forensic equipment, unsatisfactory practical preparation, poor organization of work. The interviewed officials assess the problems connected with crime scene inspection from one point of view, emphasizing the technical aspects of the inspection and not taking into consideration legal or theoretical points of criminalistics. In the article, suggestions how to improve the inspection of crime scene and use the criminalists knowledge and skills in a more effective way are given.
