Since the beginning of Lithuanian independence there increase regional economical and consequently social disparities, mainly because of the regional productivity changes- The best way for the national government to improve the cohesion in Lithuania is to help the regions themselves to become competitive. The regional development policy should be directed not only to the material assets, physical infrastructure but particularly to immaterial assets and potential of all regions, so that ,firstly, to strengthen the competitiveness of regional business in international market and to become more attractive for investing. Basically, the European regional development policy used in the 6th and 7th decades is still used in Lithuania and it is directed to problem areas and achieving more cohesive development of physical infrastructure. However, cheap localities, improved infrastructure is only a necessary but insufficient condition for increasing the regional competitiveness. The development of human capital and regional system of innovation, as well as development of learning and knowledge - based economy regions become a primary task for regions. Nowadays efforts of national and regional governments should be directed to the development of regional strategic management, innovations and key sectors of regional business, development of science, business partnership and applied research (competence, expertise) centers.
