Straipsnyje išryškinami strateginio planavimo metodų privalumai ir trūkumai bei jo taikymo savivaldos institucijose galimybės. Darbe nustatomas atotrūkis tarp teorinio strateginio planavimo proceso interpretavimo ir jo praktinio suvokimo bei pateikiama pasiūlymų miestų ir savivaldos institucijų strateginio planavimo metodikoms tobulinti. Numatant bendras strateginio planavimo ir valdymo rekomendacijas išskiriamos tokios sritys: savivaldos institucijų finansinių išteklių naudojimo autonomijos didinimas, platesnis ir efektyvesnis rinkodaros metodų taikymas, tarpinstitucinės kooperacijos tobulinimas ir naujovių skatinimas

The article highlights the advantages and disadvantages of strategic planning methods and their usage possibilities in the municipal institutions. Determining the deviations between theoretical interpretation of strategic planning process and its practical understanding, the article gives suggestions for the improvement of cities and municipal institutions strategic planning methodologies. Suggesting overall recommendations for the strategic planning and management, there are such areas denoted: the increase of municipal institutions financial resources usage autonomy, broader and more effective usage of marketing methods, the improvement of inter-institutional cooperation, and the inducement of innovations.
