Introduction of innovations is the continuous and changing process corrects and improves institutional norms, communication and other system well as relations using new scientific discoveries. Only the industries and activities whose success is determined by creative and intellectual citizens creating innovative economies and social environments can become competitive in context of the European Union and the whole world. The problem of verification of investment and assets profitability is very topical nowadays. Especially the problem of rural renovation. In order to revive it various projects are being financed by the funds of the European Union and our state. However, the most valuable power in modern country should be the life of soci and separate citizen but not the technologies. State strategies and activity of state institutions should be directed to create socio-cultural environment and appearance of intellectual people.
