With achievements of network and communication technologies, virtual communities become visible players in social life. If only collective knowledge from virtual community could be recognisable as citizens will on the topic and public management can find a proper interaction point with virtual communities that can create practical civic engagement without unnatural intervention into citizens’ everyday life. The goal of this paper is to discuss collectiveness born inside a virtual community and search the point for intervention from the side of public management in order to recognise collective intelligence a source of knowledge for societal goals and demands settings. The model by mean of system dynamics is develop explaining the mechanisms of emergency of collectiveness based on knowledge management cycles and the collective intelligence (CI) paradigm. Variable of social acceptability discussed as an external point for intervention for public management.
