Abstract

As Europeans, we enjoy the right to live, work and study in other European countries besides our own country. Cancellation o f internal border control within the Schengen area has been especially a great step forward for Europe. In addition, technological advances have revolutionized the communication methods and speed and therefore not only borders have opened but also the communities. According to concept o f unity in diversity, there are allowed favorable conditions for people to live and enhanced human life in this free and prosperous Europe. The main crime-related risks and threats currently facing Europe, such as terrorism, serious and organized crime, drag traffic, contraband, human traffic, economic crime and corruption, amis traffic, and cross-border crime, especially rapidly adjust to changes in science and technology for the purpose of gaining illegal access to the values o f open societies and welfare and damage them. Therefore, we, as law enforcement agents, as well as a political society, have a goal - to increase public safety and enhance its values. Cigarette contraband is a complex phenomenon, trade and consumption is rapidly changing (both legal and illegal consumption o f cigarettes, in addition, the boundaries between them are dissapearing), so all those who are responsible for the phenomenon o f smuggling control an increasingly important challenge is falling. Only by working unanimously, achieving the same integrated objectives, evaluating the cigarette contraband phenomenon fully, we can achieve our goals.
