The focus of the study is implementation of international convent ions on narcotic drugs and psychotropic substances in Lithuania. Author analyses three main conventions on narcotic drugs and psychotropic substances adopted by the United Nations, the institutions that are responsible for implementation of these conventions, also the strategy of the United Nations dealing with the problem of narcotic drugs and psycliotropic substances problem. The paper also draws our attention to the main laws enacted by the European Union, discusses differences between strategy of the United Nations and the European Union in prevention of usage of narcotic drugs and psychotropic substances. The author reviews narcotic crimes and narcotism in Lithuania from 1990 to 1998, analyses enacted laws on narcotic drugs, the implementation of these laws and their connection with international conventions. The research showed that despite of laws enacted by Lithuanian government the large number of them do not work, also there is no strategy on prevention of narcotism. The public education about drugs is insufficient. The rehabilitation and adaptation programs for drug addicts are not implemented.
