2020 metai buvo svarbūs Lietuvai ne tik dėl Europos Žmogaus Teisių Teismo (toliau – EŽTT) sprendimų Lietuvos bylose, bet ir dėl to, kad Žmogaus teisių ir pagrindinių laisvių apsaugos konvencijai (toliau – EŽTK, Konvencija) sukanka 70 metų. Todėl tai yra gera proga įvertinti šio veiksmingiausiu vadinamo žmogaus teisių dokumento svarbą Lietuvoje. Straipsnyje analizuojami šiuo metu aktualiausi EŽTK protokolai ir Lietuvos pozicija dėl jų; šiandien dar neįgyvendinti EŽTT sprendimai bylose prieš Lietuvą, kurioms taikoma Europos Tarybos Ministrų Komiteto sustiprinta priežiūra; reikšmingiausi EŽTT 2020 m. sprendimai bylose prieš Lietuvą, akcentuojant jų teisinę reikšmę.
The year of 2020 was important for human rights in Lithuania not only because of the judgments of the European Court of Human Rights (hereinafter – ECtHR) in the cases against Lithuania, but also because the Convention for the Protection of Human Rights and Fundamental Freedoms (hereinafter – ECHR, the Convention) celebrates 70 years’ anniversary. This is a good occasion to evaluate the legal impact for Lithuania of this most effective international human rights document. The authors of this article analyze the protocols of the ECHR, which currently are the most discussed, and the position of Lithuania regarding these protocols; the judgments of the ECtHR, which up until now Lithuania fails to implement and which get the most supervision from the Council of Europe’s Committee of Ministers; the most important judgments of the ECtHR from 2020 in the cases against Lithuania, focusing on their legal impact.
