Physical safety of people as the common function of the police and local community

Abstract

One of the main human existential demands is physical safety. Only when people feel safe they can enjoy life and work creatively. It is understandable that ensuring human safety in all countries is the function of the police. But is it enough? Experience of even the most developed countries of the world shows that only the police cannot guarantee human safety. Lately in the light of public administration reforms the concept of community power is being emphasized. It is topical also for activities of the police, because, on the one hand, public participation in local communities ensuring physical safety can produce much better results, and, on the other hand, it will help the formation of functional local communities.
