Recently severe disasters have schoched the world. It is proved that in future emergency situations are becoming even, more complex and destructive. Disasters create situations in which elementary social processes and structures lose their stability and can be distorted. Such possible transformation should be observed and evaluated for the purposes of positive changes in future. The aim of this article is to assess the influence of social factor on emergency management effectiveness. In order to achieve the aim the author has analyzed scientific works, statistics and the media. Also interviews with officers of Lithuania emergency management system, with the witness of Wroclaw (Poland) flood prof. W.Sitek were organized. The article consists of three chapters. In the first chapter features of threats, emergency situations and their management in the light of social sciences are assessed. The second chapter is designed to present the social levels of emergency management and to analyze the processes going on there as well as the influence of them on emergency management effectiveness. In the third part the case or a flood in Wroclaw is examined and how specifically the community has acted in this emergency. Also this particular situation is compared with the ,,standard" emergency management process and the comparative model is designed.
