Creation of decision-making and support systems that plan human activities increasingly applies innovative methods, rather than traditional ones, that allow more flexible estimations of environment and forecasting of individual activity strategies. The European Spatial Development Perspectives is based on the EU aim of achieving a balanced and sustainable development, in particular by strengthening economic and social cohesion. The article analyses the impact of globalisation processes on the development of nation state regions and presents an algorithm for the estimation of unevenness of economic development and formation of centres and peripheries. The algorithm is based on the application of factorial analysis methods within decision-making systems. Applying the methodology for modelling alternatives, the feasibility is demonstrated through the analysis of the development of Lithuanian towns and districts in 2001–2007.
