The problem of social control of criminality is formulated in "The Concept of Crime Control in Lithuania" which was initiated by the Ministry of Internal Affairs. On the 30th of April 1992 the Concept was confirmed by the Lithuanian Government. Confirmation of the Concept was the first step in defining the basic principles of crime control. At present the Concept as well as different programmes based on this Concept are being put into life with great difficulty. The two years experience of implementation of these programmes has singled out certain aspects of this idea that need amendments - the main requirements for departmental, local and state prevention programmes should have been discussed more at large. So far we do not have a mechanism that could let us react to the changing situation without delay and accordingly connect the course of our activity. Participation of foreseen subjects comes to an end with the fulfillment of the programme, and such aspects as continuation or efficiency of the programme are not taken into consideration. The role of the Ministry of Internal Affairs as a coordinator is not sufficient in this sphere because it is limited to accumulation of information. Local municipalities are actually keeping away from the implementation of these programmes, and state institutions are lacking means of legal influence that could enhance the municipal participation. Hence, the necessity of legal crime prevention regulation has become urgent. The Ministry experts are working out the law on prevention of crime and other law violations where the rights and duties of subjects of prevention could be fundamentally discussed, basic terminology and concepts standartized and social control mechanism of crime prevention provided for.
