Straipsnyje nagrinėjama viena iš daugelio savivaldybių kompetencijai priskiriamų veiklos krypčių, t. y. savivaldybių įgaliojimai ir gebėjimai kuriant vietos gyventojų saugią aplinką. Savivaldybių įgaliojirnus vietos gyventojų saugumo srityje siūloma tapatinti su savivaldybių kompetencijai priskiriamų funkcijų, kurios sudaro policijos uždavinių turinį arba yra policijos uždavinių sudedamosios dalys, kompleksu. Taigi policijos uždaviniai yra suprantami plačiąja prasme, t. y.jų turinys turi būti skaidomas j atskirus veiksmus (funkcijas), iš kurių vieno ar kito įgyvendinimas priskiriamas savivaldybių kompetencijai. Straipsnyje apibrėžiami policijos uždaviniai, kuriuos įgyvendinti gali pretenduoti savivaldybių institucijos. Remiantis teises aktų analize, nagrinėjami atskirų savivaldybių institucijų įgyvendinant policijos uždavinius, įgaliojimai. Straipsnyje taip pat gvildenami ir atskirų Lietuvos Respublikos regionų savivaldybių atstovaujamųjų ir vykdomųjų institucijų, t. y. savivaldybių tarybų ir administracijų, gebėjimai įgyvendinti policijos uždavinius. Stengiamasi atskleisti, kokiomis formomis minėtos institucijos įgyvendina policijos uždavinius ir koks yna tų formų turinys.
The authorisation and capability ofthe municipal institutions is being analysed in the article to create a safe environment for the local inhabitants. The authority of the municipal institutions creates a safe environment for the local inhabitants. The functions of the municipal institutions are delegated to the police authorities in order to implement the safety tasks. In this way, the essence ofpolice tasks can be understood in a broad sense. It means, that essence of police tasks consists of smaller functions (activities). Severai of them belong to the competence ofthe municipalines. The author indentif.es the police functions as those that should be implemented by the municipal instututions. The legal acts analyse authorisations of individual municipal institutions in the area ofpolice tasks implementation. The article analyses the power of the municipal councils and the municipal administration in different distncts of Lithuania and analyses the area in which the police tasks are implemented. The author researches the methods of police tasks implementation. The author concludes, that the municipal institutions implement police tasks by the legislation of acts, which make the environment of the local inhabitants safer. The ąuantity og these legal acts is lower than the number of all other legal acts. The munieipalities do not have all the authority vvhich the police have. Therefore, the munieipalities should show more interest in the implementation ofthe police tasks in thefuture.
