Savings of residents is one of the most important economical notions performing exceptionally significant at both macro and micro levels; firstly, in the solutions of trade and service development, economic structural alterations and social problems. Income distribution to expenses and savings conditions financial decisions of residents when planning the future. Weather to save or not, people decide for various reasons, however, it is important to bring to mind that at all humankind existence savings were inseparable from human nature. Scientists have not found yet the explanation what psychological-economical factors determine saving behavior of people. We could forecast state's economic growth and social development directions, we could foster economic structure and expansion through understanding the rules of behavior that residents follow when making one or another decision on saving. Obviously, there is not enough attention to saving problem, which is brought by a real practice in our country. Therefore, this article is one of the first attempts to bring forward the problem and to suggest some aspects of formation of residents'savings. At the discussed period, four core factors had a significant value for the residents' savings: third economic migrations waive; descending number of habitants and more intense public obsolescence; shadow economies (or unofficially economy that is not recorded) degrees in the state; high poverty level and high social-economic differentiation.
