Emergency management system in Lithuania

Abstract

The paper contains an analysis into the government's actions in emergency situations, by describing of the structure of the emergency system, listing of the institutions engaged in emergency control, and analyzing their functions. Procedures are proposed for imposition of the emergency situation, in order to maintain the maximal efficiency of the emergency control and eliminate the consequences of emergency situations. By use of methods for traditional, logical, causal, structural and functional analysis, simulation, decomposition and synthesis, the author articulates problems having the decisive importance for the development of the system for emergency situations control. It's shown that the efficiency of the system for emergency situations control mostly depends on its structure, logistics, legal background and training of personnel.
