The attitude towards public health science and its paradigms have strongly changed during the last decades. Also there is a change in the attitude towards new public management, absorbing more management elements and methods from private sector. Health care management as a science is the planning, organization and control of health system activity in all levels, seeking to satisfy the needs of public health (including medical care). Successful health care managers have to know not only health policy, but also how to find and recruit good people, how to plan and organize work, how to communicate and motivate employees, what criteria are meant for control and check of the working results and processes and what indicators measure it. All this should be done in the changing inner and external health system environment. Management is very closely connected to health policy. During health reform in Lithuania such health care management levels has been formed, according to service organization: national, district, municipal, institutional and even general practice. During last terms of the reform, more attention in management field was paid to structural reforms of institutions, less taking care of management quality itself. Therefore, now there are actual problems not just in health care quality, but also lack of managers’ qualification and organizational culture of institutions. This is invited to deal in the future in this article.
