Straipsnyje analizuojama visuomenės saugumo užtikrinimo bei valstybių teisės riboti žmogaus teises santykio problema. Keliama hipotezė, kad didelę grėsmę žmogaus teisėms kelia kova su terorizmu ir jo prevencija elektroninių ryšių sektoriuje. Straipsnyje aptariami interneto panaudojimas terorizmo sklaidai bei su tuo susiję žmogaus teisės į privatumą bei saviraiškos laisvės pažeidimai. Pirmoje straipsnio dalyje analizuojami interneto panaudojimas teroristinei veiklai būdai (lėšų rinkimas internetu, treniruočių ir apmokymų organizavimas, keitimasis informacija, terorizmo propagandos vykdymas, asmenų verbavimas, teroro aktų vykdymas), antrojoje aptariamos žmogaus teisių į privatumą ir teisės reikšti įsitikinimus, sąlygotų kovos su terorizmu, ribojimo problemos.
The proportion of assurance of public safety with the state’s right to restrict human rights is one of the most pressing problems. The state has to ensure public safety and thus to facilitate the implementation of human rights. Recently, one of the most dangerous attempts to undermine democracy and principles of law in states, one of the worst violations of human rights is recognized in terrorism. Therefore, while fighting against terrorism, the relationship between human rights, freedoms, and public security are particularly relevant. The fight against terrorism and its prevention in the electronic communications sector poses a serious threat to human rights. In the article there are analyzed usage of the Internet to spread the terrorism, and related violations to humans’ right to privacy and free expression right discussed. In the first part of the article, the methods to use the Internet for terrorism discussed, in the second part there are described the rights to privacy and free expression, and their limiting problems conditioned by the fight against terrorism.
