The aim of the current research is to investigate the feasibility of identifying offensive language in Lithuanian by utilising the Simplified Offensive Language Taxonomy (SOLT). The key principle behind this taxonomy is its ability to complement existing offensive language ontologies and tagset systems, with the ultimate goal of integrating it into publicly accessible Linguistic Linked Open Data (LLOD) resources. The dataset used in the current study is a publicly available corpus of user-generated comments collected from a Lithuanian portal (Amilevičius et al. 2016). The study identified that offensive language predominantly focuses on collective derogatory language rather than individuals. The most common category of offensive language is related to physical and mental disabilities, followed by ideological offenses, xenophobic and sexist remarks, and less frequent categories like ageism, classism, homophobia, and religious discrimination. These results highlight the diverse range of offensive language online and underscore the need to combat discrimination and promote respectful discourse, particularly concerning marginalised groups.

Judicial review of the legality of administrative acts is one of the most important elements of the rule of law. The institute of administrative justice began to develop in the 19th century: in 1872 The French Council of State was given a function of judicial review, the Administrative Court in Vienna (Austria-Hungary) was established in 1867, in Baden (Germany) in 1863, etc. After the First World War, administrative courts were established in several European countries. The law on the Supreme Administrative Court and its Jurisdiction in Czechoslovakia was adopted in 1918.1The Law for the Supreme Administrative Court in Poland was issued in 1922.2Administrative courts were also functioning in other countries (Latvia, Estonia). In Lithuania administrative courts were established for the first time in 1999, although up to fifteen draft laws on the Administrative Court were prepared in the interwar Lithuania. This article was written on the occasion of the centenary of the Polish administrative courts. Thus, the purpose of the article is to familiarize the readers with Lithuanian administrative courts, starting with the development of the institute of administrative justice from 1918 and ending with the perspectives of judicial review formed in that time. Therefore, the authors of the article set the following objectives: to remind of the origins of administrative justice in Lithuania from 1918 to 1940; to reveal the course of the establishment of administrative courts after the Restoration of the Independence of the Republic of Lithuania in 1990, briefly discussing who and on the basis of which legal acts controlled the legality of administrative acts during the Soviet era; to provide the insights of institutional evelopment as well as competence development of the administrative courts; to present contemporary administrative process, giving some insights about the status quo; to present the features of and the most relevant reforms of administrative process. Abbreviations used in the article are as follows: CSARL – Central State Archive of the Republic of Lithuania, MDWLLAS – Manuscript Department ofthe Wróblewski Library of the Lithuanian Academy of Sciences.

Support is presented in the article as the activity of a teacher, focused on the personal development of a student as an adult learner in a situation of overcoming difficulties in the learning process and implemented through the cooperation of all subjects of the educational process, taking into account individual typological characteristics and life experience of the individual. It is shown that the effectiveness of the implementation of andragogical support for students in the process of teaching a foreign language is ensured through the use of the following didactic conditions: taking into account individual difficulties and subjective educational experience of a student as an adult; practice-oriented nature of the content of training that meets the goals and needs of adult learners; integration of individual, group, and collective forms of educational activity; application of game and problem teaching methods; the relationship and interdependence of control and self-control of the results of students' educational activities.

Purpose of the research is the analysis of the problems of adaptation of foreign students to life and realities of a host country and presentation of our experience how English classes can be used for this goal. It is possible to reveal essential problems, which foreign students face with coming to a host country (language barrier, problems of self realization, problems of safety, homesickness). English classes are an effective means of their adaptation to living in a host country, as it allows implementing activities that simplify the process of adaptation (reading and discussing texts on Ukrainian culture and traditions, roleplaying situations that can happen in real life, discussing problems, which students face with). Findings can be used by teachers when helping students to adapt to new realities.

The goal of the paper is to present a Simplified Offensive Language (SOL) Taxonomy, its application and testing in the Second Annotation Campaign conducted between March-May 2023 on four languages: English, Czech, Lithuanian, and Polish to be verified and located in LLOD. Making reference to the previous Offensive Language taxonomic models proposed mostly by the same COST Action Nexus Linguarum WG 4.1.1 team, the number and variety of the categories underwent the definitional revision, and the present typology was tested in the annotation on the publicly available offensive language datasets of each of the four languages. The results of the annotation are presented and as they are contained within the accepted statistical values on the inter-annotator agreement in the SOL categories and their aspects, we propose this taxonomy as a core ontology which represents the encoding of the supported offensive languages and justify its use on new data in terms of a more universal Linguistic Linked Open Data (LLOD) schema.

Review of European and Comparative Law, p. 129-148
Ukraine's status as a candidate country for the European Union membership reinforces the need for comparative analysis between Ukrainian regulations and the laws of other EU Member States, as well as European regulations. One of the fields of comparative law is the development of mediation as a legal institution, also in cases when the state is involved - for disputes covered by administrative law. This has already been a subject of interest and promotion of both the EU and the Council of Europe, as European standards of democracy provide for the state's cooperation with citizens/individuals. The aim of this article is - firstly - to compare the current development of mediation in administrative and court -administrative cases in Poland and in Ukraine, the similarities in successes and challenges, and - secondly - to determine to what extent both countries follow the latest CEPEJ guidelines. Although the state of research and literature on this subject is advanced in Poland and slightly less satisfactory in Ukraine, a comparative overview of this type of mediation regulations can be considered a novum. As for methodology, the paper is dominated by the logical-linguistic method, although some conclusions were drawn on the basis of both statistics and participant observation, i.e. the authors' own mediation practice. So far - although both legal systems are quite compatible with the CEPEJ guidelines examined and provide for inter-branch solutions - in both countries in question, the development of administrative and court-administrative mediation is not a "success story." A contrario: it can be classified as developing in the least resilient manner. To some extent, Poland and Ukraine show similarities and correlations in terms of successes and challenges, as well as social and mental barriers to mediation development.

Introduction. The study of economic security is relevant due to strengthening competition in the world market and military conflicts, which are becoming critical tasks for the state. Studying economic security makes it possible to identify the problematic aspects of a country's economy, find solutions, and develop strategies to ensure a sustainable investment policy. The specifics of changes in organizational models associated with digitalization also transform investment management systems. The most significant digital changes affect economic security, as the high openness of companies contributes to the emergence of various threats and risks to their activities. Therefore, it is essential to study the problems related to the risks of digital transformation within the framework of economic security management in the investment provision of Ukraine. Aim and tasks.  The purpose of the study is to analyse problems and develop a recommendation for assessing the level of economic security when developing investment projects, taking into account the risks of digital transformation, for better preparation for future projects of post-war reconstruction in Ukraine. The results. This study developed a conceptual model for assessing the level of economic security, which includes the systematization of critical indicators of economic security and the organization of ensuring end-to-end transparency of information during the implementation of investment projects for the post-war reconstruction of Ukraine based on intelligent technologies. Software for assessing economic security using machine learning methods is proposed, which will allow forecasting the state of the enterprise's economic security for the entire implementation period of the investment project. Conclusions. This research proved that an enterprise's economic security is a complex and integral economic concept that requires studying the influence of several external and internal factors. Therefore, the established approach to assessing the state of economic security should cover all current investment processes and risks that arise in the context of the digitalization of enterprises, influencing the choice of critical indicators. Post-war reconstruction should be based on the modernization of the economy by improving the security of the business environment (reducing corruption, ensuring private property rights and strengthening the security of business activities) and the transition to a digital society.

This research aims to evaluate the CDSM Directive and DSA regulation effectiveness in protecting the EU copyright exception for parody, caricature, and pastiche set in Article 5 (3)(k) of the InfoSoc Directive and capture quintessential issues of the regulation that make the conditions for potentially reduced ability to disseminate creative parody content in the online content-sharing service platforms in the EU. The subject of this paper is the complex relationship between algorithmic content recognition tools and creative parody content qualification. Based on EU copyright law doctrinal consensus, a legislative move to introduce liability for copyright-infringing content to online content-sharing service providers induces algorithmic content moderation on digital platforms. The triangular challenge to balance EU copyright and exception protection without disrupting the online content-sharing service leads to algorithmic recognition-based parody recognition solutions.

Fenomenologinė nuostata aprašomuosiuose fenomenologiniuose psichologiniuose tyrimuose

    Psichologija, p. 42-54
Fenomenologinė prieiga yra viena pagrindinių kokybinių psichologinių tyrimų praktikoje. Joje galima skirti dvi perspektyvas: aprašomąją fenomenologiją ir interpretacinę fenomenologiją. Iš tyrėjo, ketinančio taikyti fenomenologinę strategiją, tikimasi gebėjimo vadovautis fenomenologine nuostata, kurios vaidmuo yra esminis tiek renkant tyrimo duomenis, tiek juos analizuojant. Šis straipsnis orientuotas į E. Husserlio filosofija grindžiamos aprašomosios fenomenologijos lauką, kurį fenomenologinės psichologijos kontekste reprezentuoja A. Giorgi ir F. Wertzas. Tikslas yra atskleisti esmines fenomenologinės nuostatos charakteristikas, išskirti teorinius akcentus ir pateikti tam tikras praktines įžvalgas tyrėjams, nusprendusiems atlikti aprašomąjį fenomenologinį tyrimą. Tikslui pasiekti naudojama literatūros analizė. Fenomenologinė nuostata apibūdinama pasitelkiant du kontekstus – E. Husserlio fenomenologinę filosofiją ir jos prielaidomis grindžiamą fenomenologinę psichologiją – glaustai pristatant abu bei parodant jų sąsajas ir skiriamuosius bruožus.
