    Lately a lot of attention has been given to legal regulation of cybersecurity. This article will review legal regulation of cybersecurity in Lithuania. Historical retrospective o f legal regulation of cybersecurity in Lithuania will be discussed, strategic Lithuanian cybersecurity documents will be analysed, and the Law on Cybersecurity of the Republic o f Lithuania will be analysed and evaluated. After a comparative analysis of cybersecurity strategies and laws and a review o f legal regulation o f cybersecurity in Lithuania, gaps o f law-making and of other measures were distinguished, and corresponding conclusions were made. The adoption of the new Law on Cybersecurity, which regulates many important institutes, is evaluated positively. But with regard to the current legal regulation on cybersecurity in Lithuania additional measures are necessary (functions of institutions that formulate cybersecurity policy and perform control functions have not been detailed and distinguished, also functions o f the Lithuanian national Computer Emergency Response Team (CERT) are not foreseen in the Law on Cybersecurity, etc.).

    During the survey criminal acts of the Republic of Lithuania and Russian Federation regulating cybercrimes and responsibility for their performance as per comparative aspect. Few different methods have been used for executation of the survey: surveying Lithuanian and Russian criminal acts for cybercrimes, comparative method has been chosen by authors. Using sources of scientific literature authors has used deductive method letting to make rather reliable conclusions. Authors of concepts for the survey have served the newest scientific literature and dictionaries. The survey has revealed that some act for cybercrimes are criminalized differently in Lithuanian and Russian criminal acts. These differences of right regulation are being proveded and commented including possibilities of appliance of legal regulation practice of the good appropriate area as well.

    Research limitations – Although the analysis of the legal regulation of cybersecurity can be done by analysing and comparing the legal acts of different levels, the research was carried out by comparing only the key, strategic legal acts – national programs of Lithuania, Russia and the USA. Practical implications – The results of the research can be applied to draw up new legislation or to make amendments to the existing legal acts with regard to cybersecurity. Originality/Value – The article presents a research which is new in Lithuania. The analysis of the legal acts of the Republic of Lithuania, the Russian Federation and the USA regulating cybersecurity has not been conducted yet. The results of this research fill in this void. Research type – presentation of the research, presentation of the approach.

    Tyrimo ribotumas – nors elektroninės informacijos saugos teisinio reguliavimo analizė gali būti atliekama lyginant įvairaus lygmens teisės aktus, tačiau tyrimas atliktas lyginant ir komentuojant tik pagrindinius, strateginius teisės aktus – įstatymus, vyriausybės nutarimus. Tyrimo metu taip pat nebuvo detaliai analizuojamas teisės normų elektroninės informacijos saugos srityje įgyvendinimas. Praktinė reikšmė – tyrimo rezultatai gali būti pritaikomi kuriant naujas teisės normas ar atliekant egzistuojančių teisės normų pakeitimus, kiek tai susiję su elektroninės informacijos sauga elektroninėje erdvėje. Originalumas/vertingumas – straipsnyje pristatomas tyrimas yra naujas Lietuvoje. Lietuvos Respublikos ir Rusijos Federacijos teisės aktų, reglamentuojančių informacijos saugumą, analizė ankščiau atlikta nebuvo. Tyrimo rezultatai ir užpildo šią tuštumą.
