Straipsnyje analizuojama policijos pareigūnų rengimo institucinės sistemos raida Lietuvoje 1990 – 2000 metais ir atskleidžiamos policijos neefektyvumo priežastys. Tuo tikslu tiriama: 1) vidaus reikalų sistemos plėtros tendencijos; 2) reikalvimai stojantiems į policijos tarnybą; 3) policijos rengimo institucinės sistemos reformos Tyrime daroma išvada, kad dėl skirtingo policijos pareigūnus rengiančių mokymo įstaigų pavaldumo bei VRM ir Lietuvos policijos akademijos nepakankamai lankstaus bendradarbiavimo Lietuvoje 1990-2000 m. nebuvo sukurta moderni policijos rengimo sistema, užtikrinanti kokybišką pareigūnų parengimą.
The article analyses the development of police officer preparing system in Lithuania in a period of 1990 – 2000 and reveals the reasons of inefficiency of the development. Therefore, the investigation is carried out in following trends: 1) legal basis of admission to the police system; 2) tendencies of the development of interior system; 3) vicissitude of institutional system, which prepares police officers, structure. After restoring the independence, the consolidation of Lithuanian statehood depended on the ability of newly established state to reform interior system (further – IS) retaining loyal workers to new regime and creating a modern system of staff selection and training. In the first decade (1990-2000) the above mentioned tasks were implemented in the constant development of surroundings of the executive and interior system: 10 governments, six ministers of IS and 4 general police commissars changed.
